How to Pay Your San Francisco Water Bill

Understanding San Francisco's Water Billing System

The San Francisco Public Utilities Commission (SFPUC) provides water service to over 2.7 million people across San Francisco, parts of San Mateo County, and Alameda County. If you live in San Francisco proper, your water bill comes from this municipal utility. Understanding how the system works helps you navigate the payment process more effectively.

San Francisco uses a tiered rate structure for residential water customers. This means the price per unit of water increases as you use more. For example, as of 2024, the first tier covers basic household needs at a lower rate, while higher tiers cost more per unit. This structure encourages water conservation, which matters in a state that frequently faces drought conditions. Commercial customers and large users have different rate structures.

Your water bill arrives every two months, not monthly. The SFPUC reads meters on a rotating schedule throughout the service area. This means your billing date depends on your location within San Francisco. Some customers receive bills in January and March, while others might receive them in February and April. The two-month billing cycle means your bill covers 60 days of usage rather than 30.

Your bill includes charges beyond just water consumption. You'll see separate line items for water service, wastewater service, and stormwater management. These three services maintain the city's water infrastructure, treat sewage, and manage urban runoff. Understanding these components helps you see where your money goes. Approximately 40% of your bill typically covers water delivery, while the remainder covers sewage treatment and stormwater management.

Practical takeaway: Locate your bill's statement date and note your meter reading. This information helps you track consumption patterns and verify charges are accurate for the period covered.

Finding and Accessing Your Water Bill

The SFPUC sends paper bills through the mail to the service address on record. Your bill arrives in a standard envelope with the SFPUC logo and your account number clearly displayed on the front. Most San Francisco residents receive their bills approximately 30 days before payment is due. If you haven't received a bill, check your mailing address with the SFPUC to ensure it's current.

Beyond paper billing, the SFPUC offers online account access through their official website. You can view your bill, check your account balance, and see your consumption history through the online portal. To access this service, you need your account number and a password you create during registration. The online system shows your current bill amount, payment due date, and past payment history. You can also view a graph of your water usage over time, which helps identify whether your consumption is increasing or decreasing.

If you prefer email notifications, you can register for bill reminders through the SFPUC website. These notifications arrive a few days before your payment due date, reminding you to pay. Email alerts don't replace your official bill—they're simply a courtesy reminder. The bill itself remains the official notification of what you owe and when it's due.

For customers without internet access, the SFPUC maintains a customer service phone line at 311 (or 415-701-2311 from outside San Francisco). By calling, you can ask questions about your bill, request a paper copy, or verify your account information. Phone representatives can also help you understand specific charges or investigate discrepancies.

Some residents receive bills addressed to a previous owner or tenant. If this happens, contact the SFPUC immediately to update the account holder information. Transferring an account to your name takes a few business days. Until then, you may not receive official notification of charges, which could result in late payments.

Practical takeaway: Record your account number from your bill and bookmark the SFPUC website for easy future reference. Consider signing up for email reminders to avoid accidentally missing payment dates.

Understanding Your Water Bill's Charges and Line Items

When you open your SFPUC bill, you'll see several distinct charges listed separately. The first major charge is water service, which reflects the amount of water you consumed during the billing period. Your meter measures this consumption in units called "hundred cubic feet" (HCF). One HCF equals approximately 748 gallons. If your household used 20 HCF in two months, that means approximately 14,960 gallons passed through your meter.

The water service charge uses tiered pricing. The first several HCF cost one rate, the next tier costs a higher rate, and if you use very large amounts, an even higher tier applies. For 2024, residential tiered rates start at approximately $2.63 per HCF for the first tier, increasing to around $7.46 per HCF for higher consumption. This structure means a household using 15 HCF pays less per unit than one using 35 HCF. Understanding your usage tier helps you see where your water service charges originate.

The second major charge is wastewater service. This fee covers the cost of treating and processing sewage that leaves your home through the drain system. Unlike water consumption, wastewater charges are typically based on your water consumption. The system assumes that most water entering your home eventually exits as wastewater (with some exceptions like outdoor irrigation). Wastewater charges run approximately $4.15 per HCF as of 2024, appearing as a separate line item on your bill.

The third charge covers stormwater management. This fee supports the city's efforts to manage rainwater runoff, maintain storm drains, and protect the environment from pollution-laden stormwater. Stormwater fees are generally fixed charges that don't vary with water consumption. They typically appear as a flat monthly fee, even though bills arrive every two months, so your invoice shows the fee doubled for the two-month period.

Additional charges may appear depending on your circumstances. If your account is in collections or has been late, you might see a late payment fee. Some addresses carry special assessment charges for underground infrastructure improvements. Meter installation or replacement fees appear when the SFPUC replaces aging equipment. Reading your bill carefully helps you understand each charge's purpose.

Practical takeaway: Compare your current bill to a bill from six months ago. Look at your HCF consumption and rate per HCF. This comparison shows whether your usage is stable or changing, which might indicate a leak or change in household habits.

Payment Methods and Where to Send Your Payment

The SFPUC offers multiple convenient ways to pay your water bill, accommodating different preferences and situations. Each method has slightly different processing times and requirements, so choosing the right one depends on your circumstances and preferences.

Online payment through the SFPUC website represents the fastest and most convenient option for most customers. You can pay using a debit card, credit card, or bank account transfer. If paying by bank account, the SFPUC processes your payment as an electronic funds transfer, typically completing within one business day. Credit and debit card payments process immediately, though the SFPUC charges a convenience fee of approximately 2% of your bill amount for this service. Bank account transfers have no fee. To pay online, log into your account on the SFPUC website, select your bill, choose your payment method, and confirm the amount.

Automatic payment (autopay) removes the need to remember your due date entirely. By enrolling in autopay, you authorize the SFPUC to withdraw your bill amount automatically from your bank account on a date you specify. This option is free and reduces the risk of accidental late payment. You can modify or cancel autopay at any time through your online account. Most customers set autopay for the due date shown on their bill, ensuring payment arrives on time without manual intervention.

Phone payment is available by calling the SFPUC at 311 or 415-701-2311. A representative can process your payment over the phone using a debit or credit card. Like online card payments, phone payments carry a convenience fee. This method works for customers who prefer speaking with a person or who don't have internet access. Wait times during peak hours may be 15-30 minutes.

Mail payment remains available for those preferring traditional methods. The SFPUC provides a mailing address on your bill. Include your account number and payment stub with your check or money order. Mail payments typically take 5-7 business days to process from the time they arrive at the SFPUC office. If you mail your payment, send it with adequate postage and consider doing so at least 7 days before the due date to ensure it arrives on time. Payments should be sent to: SFPUC, P.O
