Texas separates the driver's license process into different stages based on age. Teenagers who are 14 years old can obtain a learner permit, which allows them to practice driving with restrictions. At 16 years old, teenagers may move forward in the licensing process. At 18 years old, additional restrictions may no longer apply.

The process requires specific documents and passes certain tests. You'll need to provide proof of identity, proof of residency, and proof of Social Security number. You'll also need to pass a written knowledge test about traffic laws and a driving skills test.

Texas law also requires completion of a driver education course for most teens under 18. This course covers traffic safety, vehicle operation, and road rules. Some teens may be exempt from this requirement depending on their circumstances.

Practical Takeaway: Before visiting a Texas Department of Public Safety (DPS) office, gather your documents (birth certificate, proof of residency, Social Security card) and research whether you need to complete a driver education course.

Understanding Learner Permits for 14-Year-Olds

In Texas, a learner permit is the first step toward getting a driver's license. Teenagers who are at least 14 years old can obtain a learner permit. This permit allows a young driver to operate a vehicle while supervised by a licensed adult driver who is at least 21 years old.

To get a learner permit, you must pass a written knowledge test at a DPS office. This test covers Texas traffic laws, road signs, safe driving practices, and vehicle operation. The test typically includes 30 questions, and you must answer at least 21 questions correctly to pass. You can study for this test using the Texas Driver Handbook, which is available online for free.

A learner permit comes with specific restrictions. The permit holder must be supervised by a licensed adult driver at all times. The supervising driver must sit in the front passenger seat. During the first six months of holding a learner permit, the teen driver cannot use a wireless communication device, even with a hands-free option. There are also restrictions on passengers and driving times, depending on whether the teen has completed a driver education course.

The learner permit is valid for two years from the date of issue. During this time, the teen driver builds experience and skills before taking the driving skills test for a license. Many teens spend several months with their learner permit, practicing in various weather conditions and traffic situations.

Teens in Texas cannot skip the learner permit stage. Every driver under 18 must hold a learner permit for a certain period before moving to the next licensing stage. This requirement exists in all 50 states to ensure young drivers gain adequate supervised driving experience.

Practical Takeaway: Study the Texas Driver Handbook before taking your learner permit test. The handbook is free and covers all topics on the written exam. Practice taking sample tests online to prepare.

Driver Education Requirements and Options

Texas requires most teens under 18 to complete a driver education course before obtaining a driver's license. This course is designed to teach young drivers about traffic safety, vehicle operation, and responsible driving behaviors. The course typically includes both classroom instruction and behind-the-wheel training with a professional instructor.

Driver education courses in Texas consist of two main components. The classroom portion covers topics like traffic laws, how to identify and respond to hazards, the effects of alcohol and drugs on driving, and vehicle maintenance. This portion usually takes 30 hours of instruction. The behind-the-wheel training portion involves supervised driving with a professional instructor and typically requires 10 hours of instruction, including at least 6 hours during daylight and 4 hours during darkness.

There are several ways to complete driver education in Texas. Public high schools often offer driver education courses through their transportation or physical education departments. These courses are often lower cost or free for enrolled students. Private driving schools throughout Texas also offer driver education courses, though these typically charge a fee. Some online programs provide the classroom portion of driver education, though the behind-the-wheel training must happen with a qualified instructor in person.

Certain teens may be exempt from the driver education requirement. This includes teens who are 18 years old or older, teens whose parents sign an affidavit stating they will provide driving instruction, and teens who have completed a Department of Transportation approved defensive driving course. Teens who received a traffic violation before turning 17 may also have different requirements.

The cost of driver education varies widely. Public school programs might cost between $100 and $300, while private driving schools might charge $400 to $800 or more. Some schools offer payment plans to make the cost more manageable for families.

Practical Takeaway: Check if your high school offers a driver education course first, as this is often the most affordable option. If your school doesn't offer one, contact local private driving schools for pricing and schedules. Keep documentation of course completion for your DPS visit.

The Written Knowledge Test and Driving Skills Test

After obtaining a learner permit and completing driver education requirements, Texas teens must pass two tests to get a driver's license: a written knowledge test and a driving skills test. Understanding what these tests cover helps you prepare better.

The written knowledge test for a driver's license is more detailed than the learner permit test. This test covers traffic laws, road signs and markings, safe driving practices, and vehicle operation. The test includes 30 questions, and you must answer at least 21 correctly to pass. You'll need to demonstrate understanding of topics like right-of-way rules, speed limits, parking regulations, and how to handle emergency situations. The Texas Driver Handbook covers all material on this test.

The driving skills test, also called the road test, evaluates your ability to operate a vehicle safely and follow traffic laws. During this test, a DPS examiner sits in the vehicle with you and observes your driving for approximately 20 to 30 minutes. The examiner evaluates your ability to start the vehicle, control steering, use proper signals, obey traffic signs and signals, maintain appropriate speed, demonstrate proper lane changes, perform basic maneuvers like parking and backing, and respond appropriately to traffic situations.

Common reasons teens fail the driving skills test include speeding, failing to come to a complete stop at stop signs, improper lane changes, hitting the curb during parking maneuvers, and not checking mirrors and blind spots. Nervousness can also affect performance, so taking several practice drives before your test date helps build confidence.

You can take the driving skills test multiple times if you don't pass on your first attempt. Most testing locations allow you to schedule another test relatively soon after an unsuccessful attempt. Many teens find it helpful to take additional practice drives between test attempts to address areas where they struggled.

Practical Takeaway: Practice the specific skills the examiner will assess: complete stops, smooth turns, proper signaling, mirror checking, and parking. Take your test when you feel confident, not when you feel rushed. If you don't pass, analyze what went wrong and practice those skills before retesting.

Required Documents and What to Bring to the DPS Office

When you visit a Texas DPS office to get your driver's license, you must bring specific documents. Having all required documents ready helps the process move faster and prevents delays or rejection of your application.

You'll need to provide proof of identity. A valid passport, a U.S. birth certificate, a certificate of U.S. citizenship, or a permanent resident card all work as proof of identity. If you're using a birth certificate, it must be an official copy, not a photocopy. A school ID alone is not sufficient for proof of identity.

You'll also need proof of Social Security number. Your Social Security card is acceptable, or you can bring a W-2 form, a tax return, or a Social Security Administration letter showing your Social Security number. You must provide your actual Social Security number; a tax ID number will not work.

Proof of residency in Texas is required. This can be a recent utility bill, lease agreement, mortgage statement, or other official document showing your name and current Texas address. A school enrollment letter also works as proof of
