Understanding SNAP and Where to Shop in Maryland

The Supplemental Nutrition Assistance Program (SNAP) is a federal program that helps millions of people buy food. In Maryland, over 650,000 people use SNAP benefits each month to purchase groceries and other food items. If you receive SNAP benefits, you use an Electronic Benefits Transfer (EBT) card that works like a debit card at authorized retailers. This guide provides information about where you can use your SNAP benefits across Maryland.

SNAP benefits can be used at many different types of stores throughout the state. These include large grocery chains, small neighborhood markets, farmers markets, and other food retailers. Each store must be authorized by the U.S. Department of Agriculture (USDA) to accept SNAP benefits. Not all stores accept SNAP, and not all products in stores that accept SNAP can be purchased with benefits. Understanding which retailers participate and what products are allowed helps you make the most of your benefits.

Maryland has both urban and rural areas with different shopping options. In cities like Baltimore and Annapolis, you may find multiple grocery stores within a short distance. In rural counties, options may be more limited, which is why knowing your local retailers matters. The state works with thousands of authorized retailers ranging from major supermarket chains to small independent grocers, convenience stores, and farmers markets.

This guide focuses on providing information about SNAP retailers in Maryland so you can locate places to shop. It explains how the SNAP program works, what types of stores participate, and how to find retailers near you. The information here is educational and meant to help you understand your options.

Takeaway: SNAP benefits can be used at thousands of authorized retailers across Maryland, including grocery stores, farmers markets, and other food outlets. Knowing which stores near you accept SNAP helps you plan your shopping more effectively.

Types of Retailers That Accept SNAP in Maryland

Maryland has several categories of retailers authorized to accept SNAP benefits. Large grocery store chains represent the most common option for most shoppers. These supermarkets offer a wide variety of food products and accept SNAP at all their Maryland locations. Major chains operating throughout the state include Giant Food, Food Lion, Safeway/Giant, Weis Markets, and others. These stores typically have dedicated checkout lanes and staff trained to process EBT payments.

Independent and smaller grocery stores also accept SNAP throughout Maryland. These neighborhood markets often serve specific communities and may carry products focused on cultural or dietary preferences. Independent retailers range from family-owned corner stores to specialty food markets. They accept SNAP benefits the same way as larger chains, though they may have smaller selections of overall products. Many communities rely on these smaller stores as their primary shopping location.

Farmers markets across Maryland participate in SNAP programs. Over 40 farmers markets in the state accept SNAP benefits, allowing shoppers to purchase fresh produce, meat, and other items directly from local farmers. Farmers markets operate seasonally in most cases, typically from spring through fall. Some year-round farmers markets operate in indoor facilities. At farmers markets, you may need to use a special system to convert your EBT card to tokens or vouchers that you can use with individual vendors.

Convenience stores and smaller food retailers in Maryland can also be authorized SNAP retailers. While these stores often have limited selections compared to full-size grocery stores, they provide shopping options in some neighborhoods. Convenience stores typically focus on staple items rather than fresh produce. Some specialty stores focusing on specific cuisines or dietary needs also accept SNAP.

Online shopping options for SNAP are expanding in Maryland. As of 2024, certain retailers offer online ordering with EBT payment options. Amazon Fresh, Walmart.com, and some local retailers offer SNAP benefits acceptance for online orders with home delivery or pickup options. Rules for online shopping with SNAP continue to evolve.

Takeaway: SNAP retailers in Maryland include large supermarket chains, independent grocers, farmers markets, convenience stores, and some online retailers. Each type offers different product selections and shopping experiences.

What You Can and Cannot Buy With SNAP Benefits

SNAP benefits can only be used to purchase food items intended for home preparation and consumption. Understanding what qualifies helps you use your benefits correctly at any authorized retailer in Maryland. The basic rule is that SNAP covers food you will cook or prepare yourself, not prepared or ready-to-eat foods.

Eligible food items under SNAP include fruits and vegetables (fresh, frozen, or canned), meat, poultry, and fish (fresh, frozen, or canned), dairy products like milk, cheese, and yogurt, breads and cereals, snack foods like nuts and seeds, and non-alcoholic beverages like juice and milk. Specific examples include apples, carrots, frozen broccoli, ground beef, chicken breasts, canned beans, whole wheat bread, brown rice, peanut butter, and eggs. Seeds and plants that produce food are also eligible.

Items you cannot purchase with SNAP include hot or prepared foods (such as rotisserie chicken or deli items), vitamins and medicines, pet food, toiletries and paper products, alcohol and tobacco, restaurant food, and food that will be eaten in the store. Some items seem like food but are not eligible, such as energy drinks in certain categories or items in the store's prepared foods section. Convenience store prepared items, bakery items made fresh in-store, and items heated for sale are typically not eligible.

The rules about what is eligible can seem confusing because the same item might be eligible in one form but not another. For example, canned soup you heat at home is eligible, but soup you buy hot from a soup bar is not. A rotisserie chicken from the deli counter is not eligible, but raw chicken you cook at home is eligible. Frozen pizza you bake at home is eligible, but pizza ordered for delivery is not. At farmers markets, you can typically buy fresh produce, meat, dairy, and other food items but not prepared meals.

If you are unsure whether a specific item is eligible, you can ask the cashier or store staff when you shop. Retailers are trained to know which items ring up as SNAP-eligible on their systems. The USDA maintains an official list of eligible and ineligible items that retailers reference.

Takeaway: SNAP covers unprepared food items for home consumption such as produce, meat, dairy, grains, and canned goods. It does not cover prepared foods, hot items, non-food products, or alcohol and tobacco.
