What This Guide Covers About SNAP and TANF

This informational guide provides an overview of two major government assistance programs: the Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF). These programs exist to help people who face financial hardship meet basic needs like food and living expenses. Understanding how these programs work is the first step toward learning what resources may be available in your situation.

SNAP, formerly known as food stamps, helps individuals and families purchase food. As of 2024, approximately 42 million people receive SNAP benefits each month in the United States. TANF provides cash assistance to families with children who have low incomes. Unlike SNAP, which focuses solely on food, TANF funds can be used for various needs including rent, utilities, childcare, and other household expenses.

The guide explores how each program operates, what kinds of income and resource limits exist, and what documentation you might need to gather if you decide to learn more. Both programs are state-administered, meaning rules and processes vary significantly depending on where you live. A program that works one way in California may operate differently in Texas or New York.

Many people don't realize these programs exist or think they don't apply to their situation. The guide provides concrete information about how these programs define income, household size, and other factors that matter in determining who can participate. This knowledge helps you understand whether it makes sense to explore these options further with your state or local agency.

Practical takeaway: Before reading further, write down your household size, approximate monthly income, and state of residence. These details will help you understand which sections of the guide are most relevant to your circumstances.

Understanding SNAP: Food Assistance Program Basics

SNAP provides monthly benefits that people use to buy food at participating retailers. The program does not provide cash directly—benefits come on an electronic benefits transfer (EBT) card that works like a debit card at grocery stores, farmers markets, and other authorized food retailers. SNAP benefits can purchase fruits, vegetables, meat, dairy, bread, cereals, and other food items. However, they cannot buy prepared foods, hot foods, vitamins, medicines, pet food, or non-food items like paper products or soap.

The amount of SNAP benefits a household receives depends on household size and income. In 2024, the maximum monthly benefit for a single person is $291, while a family of four can receive up to $1,032. However, most people receive less than the maximum because their income reduces their benefit amount. The formula used is relatively straightforward: the program calculates 30 percent of a household's net income (after certain deductions) and subtracts that from the maximum benefit for that household size.

To understand potential SNAP benefits, you need to know how the program counts income. Generally, SNAP counts most forms of income: wages, Social Security, unemployment benefits, child support, and pension income all count toward the income limit. However, certain types of income are excluded. For example, some educational grants, the first $65 of monthly employment income, and certain benefits like Supplemental Security Income (SSI) in some circumstances may be counted differently or excluded entirely. Each state has specific rules about income exclusions.

Asset limits also matter for SNAP. As of 2024, households must have resources under $2,750 (or $4,250 for households with someone age 60 or older or disabled). Resources include bank accounts, vehicles, and other property, though a home and one vehicle typically don't count as resources. Understanding these limits helps you determine whether your household's financial situation falls within program parameters.

SNAP operates in all 50 states, but each state administers the program slightly differently. Some states are more restrictive than others, and processing times vary. Most states now accept applications online, by mail, or in person at local offices. The application process typically requires proof of income, citizenship or immigration status, and identity verification.

Practical takeaway: Gather recent pay stubs, bank statements showing your balance, and Social Security statements. These documents demonstrate your income and resources—the core information programs use when reviewing whether someone may participate.

How TANF Works as a Cash Assistance Program

TANF provides cash assistance to families with children whose income falls below state thresholds. Unlike SNAP, which is a food-specific program, TANF benefits come as cash that families can use for rent, utilities, food, childcare, transportation, or other basic living expenses. However, TANF has significant differences from SNAP in both its structure and requirements.

TANF was created in 1996 with the goal of helping families move toward self-sufficiency. This philosophy shapes how the program works. While SNAP has no work requirements, TANF typically requires adult recipients to participate in work-related activities. These activities may include employment, job training, education, or community service. The amount of time required varies by state, but many states expect recipients to work or participate in work preparation for at least 20 to 30 hours per week.

Benefit amounts for TANF are significantly lower than SNAP in most states, and states have considerable flexibility in setting their own benefit levels. As of 2024, the average monthly TANF benefit for a family of three ranges from under $200 in some Southern states to over $600 in some Northeastern states. This wide variation means that the same family might receive very different support depending on location. For example, a single parent with two children in Mississippi might receive $170 monthly, while the same family in New Hampshire could receive $712.

TANF also includes time limits that SNAP does not. Federal rules limit TANF assistance to 60 months (five years) in a lifetime, though states can set stricter limits. Some states have 24-month limits or even shorter periods. Once someone reaches their time limit, they cannot receive TANF cash assistance again until a new eligibility period begins, regardless of their financial situation. This structure reflects the program's emphasis on temporary assistance rather than ongoing support.

To potentially participate in TANF, households must have at least one child under age 18 in the home and have income below the state's threshold. Income limits are generally lower than SNAP limits—some states set income thresholds at 50 percent of the federal poverty level. Asset limits typically range from $1,000 to $2,000, depending on the state. Immigration status requirements may also apply, with different rules for citizens versus non-citizens.

Practical takeaway: If you have children and work, look up your state's TANF work requirements and benefit amount on your state's TANF website. Understanding these details before exploring the program helps you assess whether TANF might fit your family's situation.

Income Limits, Resource Rules, and What Counts

Both SNAP and TANF use income and resource limits to determine who may receive assistance, but these limits work differently in each program. For SNAP, the federal income limit is 130 percent of the federal poverty line for most households, though some states have higher limits for certain populations. In 2024, the poverty line for a family of four is approximately $30,000 annually, making the SNAP income limit around $39,000 for that household size. However, this is gross income—after certain deductions like child support payments or some childcare costs, the countable income is lower.

Understanding what counts as income is crucial. Both programs count wages, salary, and self-employment income. Social Security benefits count, including retirement and disability benefits. Unemployment benefits count as income. Child support and alimony received count as income. Pension and retirement account distributions count. However, not all income is treated the same way. Some programs exclude certain amounts—for instance, SNAP excludes the first $65 of monthly employment income and 20 percent of remaining wages. TANF rules on income deductions vary more widely by state.

Unearned income—money that doesn't come from work—is treated differently in each program. In SNAP, most unearned income counts fully. In TANF, some states have different rules for unearned income, particularly regarding child support and maintenance income. For example, some states disregard the first $150 of child support received. Understanding these distinctions matters because they significantly affect the assistance amount.

Resources (also called assets) include money in bank accounts, savings, certificates of deposit, investment accounts, and the cash value of life insurance policies. Both programs typically exclude a home where you live and one
