Understanding Plumbing License Types and Requirements by State

Plumbing licenses vary significantly across the United States, and understanding the different license types is a crucial first step for anyone considering a career in plumbing. Each state sets its own standards, and many states have multiple license levels depending on the type of work you want to perform.

The most common license types include journeyman plumber, master plumber, and apprentice plumber licenses. A journeyman plumber has completed training and can perform most plumbing work independently in many states. A master plumber typically has additional experience and can own a plumbing business and oversee other plumbers. An apprentice plumber is someone who is still learning the trade under the supervision of a licensed professional.

For example, California distinguishes between a solar plumber (who installs solar water heating systems), a fire sprinkler contractor (who works on fire suppression systems), and a standard plumber. Texas recognizes both licensed plumbers and licensed master plumbers, with master plumbers having higher education and experience requirements. New York requires separate licensing for plumbers and for plumbing contractors who own businesses.

Some states also have specialized licenses for specific types of plumbing work. Backflow prevention specialists, for instance, are licensed professionals who test and maintain devices that prevent contaminated water from flowing backward into clean water supplies. This is a growing field in states like Florida and Arizona where backflow prevention is increasingly required by local codes.

The licensing structure also differs between union and non-union pathways. Union apprenticeships often have different requirements than non-union training programs, though both may lead to state licenses. Understanding which pathway fits your situation requires knowing what your specific state recognizes.

Practical takeaway: Research your state's plumbing board website to identify which specific license types exist in your area and which one matches the type of work you want to do. This clarity helps you choose the right training pathway from the start.

Apprenticeship Requirements and Training Hours

Most states require aspiring plumbers to complete an apprenticeship program as the foundation of their training. An apprenticeship combines classroom instruction with hands-on work experience, typically lasting four to five years. The number of training hours required varies by state but generally ranges from 8,000 to 10,000 hours of on-the-job training.

During an apprenticeship, you work under the supervision of a licensed journeyman or master plumber while attending related instruction classes. These classes cover topics like plumbing code, blueprint reading, pipe sizing, water pressure calculations, and safety procedures. The hands-on portion involves learning to install, maintain, and repair plumbing systems in residential, commercial, and industrial settings.

For example, Illinois requires 8,000 hours of apprenticeship combined with 576 hours of classroom instruction. Colorado requires 8,000 hours of work experience and 240 hours of related instruction. Some states like Washington allow apprentices to count work hours more flexibly if they're in a formal apprenticeship program registered with the state.

The classroom component typically covers about 144 to 288 hours per year, which breaks down to roughly three to four hours per week during regular work. This scheduling makes it possible to work full-time while attending evening or weekend classes. Many community colleges and vocational schools offer the related instruction portion of apprenticeships.

Apprenticeship programs may be union-affiliated or non-union. Union programs, run through organizations like the United Association of Plumbers and Pipefitters, often include additional benefits like health insurance and retirement plans. Non-union programs vary by employer and region but may offer more flexible scheduling in some cases.

Practical takeaway: Before starting any training, confirm your state's specific hour requirements and check whether your chosen program's hours will count toward your state's licensing requirements. Not all training programs are equally recognized by licensing boards.

Educational Prerequisites and Testing Requirements

Most states require a high school diploma or GED as a minimum educational prerequisite before you can begin an apprenticeship or apply for a plumbing license. Beyond this basic requirement, the educational pathway varies depending on which license level you're pursuing and your state's specific rules.

To obtain a journeyman plumber license, you typically need to pass a written examination. This exam tests your knowledge of the National Standard Plumbing Code (or your state's adopted code), local plumbing regulations, blueprint reading, math calculations related to pipe sizing and slopes, and safety procedures. Some states allow you to take the exam after completing your apprenticeship hours, while others require you to pass the exam within a certain timeframe before your apprenticeship ends.

The passing score for plumbing license exams is often around 70 to 75 percent, though this varies by state. For instance, Florida typically requires a 75 percent passing score on the journeyman plumber exam. The exam usually contains 100 to 150 questions covering topics like installation methods, maintenance and repair, code requirements, and safety standards. You're generally allowed multiple attempts if you don't pass on your first try.

Master plumber licensing adds another layer of requirements. After obtaining a journeyman license, you must typically work as a journeyman for two to five years (depending on your state) before you can test for your master plumber license. The master exam is more rigorous and includes questions about business management, supervision of workers, estimating, and advanced technical knowledge.

Some states also require continuing education to maintain your license. For example, Arizona requires plumbers to complete 24 hours of continuing education every three years to renew their license. These courses cover updates to plumbing codes, new technologies, and safety practices. Other states have minimal or no continuing education requirements, though this is changing as codes are updated more frequently.

Practical takeaway: Obtain study materials and practice exams specific to your state's plumbing code and license exam format. Many states make sample exams and code books available through their licensing board websites, and practice tests from plumbing schools can improve your chances of passing on the first attempt.

Experience Requirements and Work Hour Documentation

Beyond classroom learning, states enforce strict requirements about how many hours you must work under supervision and the types of work you must perform. These requirements exist to ensure that plumbers have real-world experience with the full range of plumbing systems they'll encounter in their careers.

Work hour requirements typically fall into categories. You need a certain number of general plumbing hours, which might include residential installation, commercial systems, and maintenance work. Many states also specify that a portion of your hours must be in specific areas, such as drainage systems, water supply installation, or fixture installation. For example, New York requires that at least 20 percent of your apprenticeship hours involve actual plumbing work, with the remainder in related instruction and supervised tasks.

Documentation is critical. Your supervising plumber or employer must track and verify your hours. Most states provide official forms or logbooks where work hours are recorded, including the date, number of hours worked, and the type of work performed. When you apply for your license exam or journeyman license, you'll submit these records as proof of your experience. Some states now use online portals where hours are logged electronically.

The types of work that count toward your hours are strictly defined. For instance, hours spent answering phones, driving to job sites without performing plumbing work, or doing non-plumbing tasks on a jobsite typically don't count. However, hours spent installing pipes, troubleshooting leaks, reading blueprints, or maintaining equipment do count. This is why working with a legitimate plumbing company or union apprenticeship program is important—they understand which tasks qualify.

Some states recognize experience gained in different contexts. Military plumbing training, for example, may count for a portion of your required hours in some states. Similarly, if you've worked as a plumber in another state, some states allow you to transfer a portion of those hours through reciprocity agreements, though you may still need to complete additional hours or pass additional exams to meet your new state's standards.

Practical takeaway: Request a copy of your hour logs regularly from your employer and verify they're being recorded correctly. Keep your own personal record as backup documentation, noting dates, hours, and work types, in case there are any discrepancies when you apply for your license.
