Understanding Kentucky Driver's License Basics

A Kentucky driver's license is an official government-issued document that proves your identity and shows you have met the state's requirements to operate a motor vehicle. The Kentucky Transportation Cabinet, Division of Driver Licensing, oversees the issuance of these licenses. Your license contains important information including your photograph, signature, date of birth, address, and license number. The state issues different types of licenses depending on your age, driving record, and the vehicles you plan to operate.

The basic driver's license, often called a Class D license, allows you to drive regular passenger vehicles like cars, pickup trucks, and vans. Kentucky also issues commercial driver's licenses (CDL) for those operating large trucks, and motorcycle endorsements for riders. Each type of license comes with specific requirements and restrictions. For example, drivers under 18 years old receive a license with certain nighttime driving restrictions and passenger limitations designed to reduce accident rates among new drivers.

Understanding the difference between a regular license and a REAL ID-compliant license matters for federal purposes. A REAL ID compliant license has a gold star in the upper right corner and meets federal standards set by the Department of Homeland Security. Kentucky began issuing REAL IDs in 2009. As of May 2025, federal law requires anyone flying domestically within the United States to present either a REAL ID compliant driver's license or an alternative acceptable document like a passport. This does not affect driving—it only affects air travel.

Kentucky recognizes licenses from other states and countries under certain conditions. If you move to Kentucky with an out-of-state or international license, you have a period of time to exchange it for a Kentucky license. The Division of Driver Licensing website provides specific information about requirements for license transfer based on where your previous license was issued.

Practical takeaway: Learn what type of license matches your driving needs—whether that's a standard Class D license, a commercial license, or adding a motorcycle endorsement. Knowing these distinctions helps you understand what information in a driver's license guide applies to your situation.

Age Requirements and Restrictions for New Drivers

Kentucky has specific rules for drivers based on age, designed to provide structured progression from new to experienced drivers. The state recognizes three license levels: the Learner's License (also called Instruction Permit), the Intermediate License, and the Full Driver's License. Each level has different age requirements, driving restrictions, and supervision needs.

A Learner's License in Kentucky is available to anyone at least 16 years old. With a Learner's License, you can drive only with a licensed adult (at least 21 years old) sitting in the front seat next to you. You cannot drive between midnight and 5 a.m., and you must follow all traffic laws. This stage allows new drivers to practice basic skills under supervision. Kentucky law does not set a specific minimum number of hours you must practice with a Learner's License, but the Division of Driver Licensing provides guidance suggesting 60 hours of supervised driving, including at least 10 hours at night.

An Intermediate License, available at age 17, allows more independence but still includes restrictions. With an Intermediate License, you can drive alone during daylight hours, but you cannot drive between midnight and 4 a.m. unless traveling to or from school, work, or a medical appointment. You also cannot carry more than one passenger who is under 18 years old (with some exceptions for family members). These restrictions help reduce accidents among teenage drivers, whose crash rates are highest in the first months of solo driving.

A Full Driver's License is available at age 18, or at age 17 if you have held your Intermediate License for at least 12 months without traffic violations. Full licenses come with no age-based driving time restrictions or passenger limits, though all drivers must follow standard traffic laws.

Drivers with violations on their record while holding a Learner's or Intermediate License may face extensions of restrictions or license suspension. The guide provides information about what counts as a violation and how it affects progression to the next license level.

Practical takeaway: If you are a new driver, understand that Kentucky's three-level system is designed to build driving skills gradually. Review the specific restrictions at each level to know what you can and cannot do with your current license type.

Documents You Will Need to Bring

When you visit a Division of Driver Licensing office to obtain or renew your license, you must bring specific documents that verify your identity, age, residency, and Social Security number. Having the correct documents ready makes the process move faster and prevents unnecessary return trips. Kentucky requires original documents or certified copies—photocopies are not accepted for most requirements.

For proof of identity, you may bring a U.S. passport, a certified copy of your birth certificate, a Certificate of Naturalization, or a Consular Report of Birth Abroad. At least one form of photo identification is strongly recommended, though not always required. Examples of photo ID include a valid passport, a previous driver's license, a state ID card, or a military ID. If you do not have any photo identification, you may bring two forms of non-photo ID such as a Social Security card, insurance documents, or school records.

Proof of Kentucky residency requires a current document showing your name and address. Acceptable documents include a utility bill, a lease agreement, a property tax statement, a mortgage document, insurance documents, or a bank statement. Documents must be dated within the past 60 days. If you recently moved to Kentucky and do not have a utility bill or lease in your name yet, other options may be available—the guide details these alternatives.

For Social Security verification, bring your Social Security card or a document showing your complete Social Security number, such as a W-2 form or a tax return. The Division of Driver Licensing uses your Social Security number for identification purposes and to check your driving record.

If you are under 18, you must bring proof of your Social Security number and proof of age (usually a birth certificate). Parents or guardians do not need to be present at the licensing office, but you may need parental consent forms depending on your specific situation—the guide explains when this applies.

Applicants not born in the United States may need additional documents. These might include your Certificate of Naturalization, a green card, an employment authorization document, or a passport. The guide provides detailed checklists for people born outside the U.S.

Practical takeaway: Gather your documents before visiting the licensing office. Make a checklist based on your specific situation—whether you are a new driver, renewing an existing license, or moving to Kentucky from another state. Having everything ready prevents delays.

Written Test and Vision Screening Information

Kentucky's driver's license written test measures your understanding of traffic laws, road signs, safe driving practices, and how to respond to different driving situations. The test is based on information in the Kentucky Driver's Manual, a free resource available from the Division of Driver Licensing. The manual covers topics including right-of-way rules, speed limits, parking regulations, what different road signs mean, and how to handle hazardous conditions.

The written test contains 40 questions, and you must answer at least 32 correctly to pass (80 percent). The test covers several topic areas: traffic signs and their meanings, road markings, right-of-way rules, speed regulations, parking rules, alcohol and driving, handling hazardous conditions, and safe driving practices. You will have time to study the Driver's Manual before taking the test. The manual is available online and in printed form at Division of Driver Licensing offices.

Questions on the written test are multiple-choice with four possible answers. The test asks about real-world scenarios—for example, what to do if you approach a red traffic light, how to safely merge on a highway, or what to do if your vehicle starts skidding on wet pavement. Understanding the reasoning behind traffic laws, not just memorizing answers, helps you perform well. For example, knowing why speed limits are lower in school zones (40,000 pedestrians are injured in traffic annually, with children ages 5-9 especially vulnerable) helps you remember and follow these limits.

Before taking the written test, all applicants must pass a vision screening. The screening checks your visual acuity and color perception. You must be able to see at least 20/60 with or without correction. If you wear glasses or contacts, bring them to the licensing office and be prepared to wear them during the vision screening. If you fail the vision screening, you may be required to
