Overview of Colorado State ID Cards

A Colorado state ID card is an official form of identification issued by the Colorado Department of Revenue, Division of Motor Vehicles (DMV). Unlike a driver's license, a state ID does not permit you to operate a motor vehicle. Instead, it serves as a government-issued photo identification that proves your identity and residency in Colorado. Many people obtain state ID cards because they do not drive, have lost driving privileges, or prefer an ID card over a driver's license for personal reasons.

The state ID card contains several security features designed to prevent fraud. Your card will display your photograph, full legal name, date of birth, Colorado address, and a unique identification number. The card is issued in a standard wallet-sized format and is valid for a specific period before renewal is required. As of 2024, Colorado state ID cards are valid for eight years for adults age 21 and older, and five years for individuals under 21.

The cost to obtain a Colorado state ID varies depending on your circumstances. Standard ID cards typically cost between $20 and $30. However, if you meet certain criteria—such as being a victim of domestic violence, human trafficking, or having an intellectual disability—you may receive a state ID at no cost. Military members may also qualify for fee reductions.

This guide provides information about the process of obtaining a Colorado state ID, what documents you will need, where to go, and what to expect during your visit to a DMV office. The information presented here is educational and designed to help you understand how the Colorado DMV operates, not to determine whether you meet specific requirements or to complete any government transaction.

Practical Takeaway: Before visiting a DMV office, understand that a Colorado state ID is different from a driver's license and serves only as identification, not as authorization to drive.

Required Documents for Colorado State ID

The Colorado DMV requires you to bring several types of documents when you visit to obtain a state ID. These documents fall into different categories: proof of identity, proof of Social Security number, proof of Colorado residency, and proof of legal name change (if applicable). Gathering these documents before your visit will make the process faster and reduce the chance that you will need to return for missing paperwork.

For proof of identity, you must bring one document that shows your full legal name and date of birth. Acceptable documents include a valid passport, a certified birth certificate, a Consular Report of Birth Abroad, or a valid tribal ID card. If your birth certificate was issued more than one year ago, you may need to order a certified copy from the vital records office in the state or country where you were born. This process typically takes one to three weeks, depending on the jurisdiction.

Proof of your Social Security number requires you to bring an original or certified copy of one of these documents: your Social Security card, a W-2 form, a 1099 form, or a tax return. If you do not have a Social Security number, you will need to provide a letter from the Social Security Administration stating that you are not eligible for one, or documentation showing that you have applied for one.

Colorado residency must be proven with documents dated within the past 60 days. Acceptable documents include a utility bill, a lease agreement, a mortgage statement, a property tax statement, an insurance policy, a bank or credit card statement, or a government notice. Many people use utility bills or recent bank statements for this purpose, as these are typically easy to obtain. If you recently moved to Colorado or do not have documents in your name, you may bring a letter from your landlord or the property owner confirming your residency.

If you have changed your legal name through marriage, divorce, or court order, you must provide a certified copy of the document showing the name change. For marriage, bring a certified marriage certificate. For divorce, bring the divorce decree or dissolution decree showing your new name. For court-ordered name changes, bring the court order.

Practical Takeaway: Organize your documents in a folder before visiting the DMV, and verify that utility bills or other residency documents are dated within 60 days of your visit to avoid delays.

Step-by-Step Process for Obtaining Your Colorado State ID

The process for obtaining a Colorado state ID involves several steps, beginning with scheduling an appointment and ending with receiving your card in the mail. The Colorado DMV now requires most applicants to schedule an appointment before visiting an office, though walk-ins may be accepted during certain hours if appointments are not available. You can schedule an appointment online through the Colorado DMV website or by calling the DMV at 1-303-205-5600.

When you arrive at your appointment, you will check in at the front desk and receive a number. A DMV representative will call you when it is your turn. Bring all required documents in an organized manner to present to the representative. The representative will review your documents to ensure they meet requirements and are not expired or fraudulent. This review typically takes 10 to 15 minutes. If all documents are acceptable, the representative will enter your information into the computer system and ask you to verify the details are correct.

Next, you will proceed to the photograph station. A DMV photographer will take your state ID photograph. Colorado has specific rules for state ID photographs: you must face the camera directly, remove hats or headwear (except for religious purposes), keep your eyes open and visible, and maintain a neutral facial expression. Glasses are permitted if they are not tinted and do not obscure your eyes. The photograph will be stored digitally and printed on your ID card.

After the photograph is taken, you will pay the applicable fee. If you qualify for a no-cost ID, the representative will note this in the system and you will not be charged. Payment methods typically include cash, debit card, or credit card. Many Colorado DMV offices also accept checks. Once payment is processed (or waived), the representative will provide you with a receipt and information about when to expect your card.

Your Colorado state ID will be produced at a centralized facility and mailed to the address you provided. Standard delivery typically takes two to three weeks. During this waiting period, you can use your receipt as temporary proof of identity in some situations. Track the status of your card online through the Colorado DMV website using your receipt number and date of birth.

Practical Takeaway: Schedule your appointment at least one week in advance, and check online two to three weeks after your visit to confirm your card is on its way.

Fee Waivers and Reduced Costs for Colorado State ID

Colorado law allows certain individuals to obtain a state ID without paying the standard fee. Understanding these categories may help you determine whether you qualify for a reduced cost or free card. The Colorado DMV recognizes that some people face financial or circumstantial barriers that make paying for identification difficult, and provisions exist to address these situations.

Victims of domestic violence or human trafficking may receive a free state ID. To qualify, you must provide proof of your status. For domestic violence victims, acceptable documentation includes an order of protection (restraining order), a letter from law enforcement, a letter from a domestic violence organization, or a statement from a social worker. For human trafficking victims, you may provide a letter from law enforcement, a letter from a certified victim services provider, or a letter from a state or federal agency that assists trafficking victims. The documentation helps the DMV verify your circumstances without requiring you to undergo an additional verification process.

Individuals with intellectual disabilities may obtain a free state ID. You must provide medical documentation or a letter from a healthcare provider confirming your disability. The DMV staff member will review this documentation and determine whether it meets the criteria. This provision recognizes that some people with intellectual disabilities may have difficulty obtaining standard identification on their own.

Military members on active duty may receive a state ID at a reduced fee or at no cost, depending on their status and service branch. Bring your military ID card or a letter from your commanding officer confirming your active duty status. Veterans may also qualify for reductions in some cases, though this varies.

Additionally, Colorado offers fee reductions for low-income individuals, though these reductions vary by county and may not always be a complete waiver. Contact your local DMV office directly to learn about income-based fee assistance in your area. Some counties have partnerships with nonprofit organizations that provide ID cards to homeless individuals at no cost, recognizing that people experiencing homelessness often lack access to residency documentation or funds for identification fees.

Practical Takeaway: If you believe you qualify for a fee waiver or reduction, bring supporting documentation with you, such as
