Understanding Your Camden County Water Bill

Your water bill is more than just a number—it's a breakdown of the services you receive and the costs associated with delivering clean water to your home. Camden County, located in New Jersey, provides water services to hundreds of thousands of residents across multiple municipalities. When you receive your bill each billing period, it contains several components that work together to show you exactly what you're paying for.

The main portion of your bill covers the actual water consumption measured in cubic feet or gallons. Camden County meters track how much water enters your home during the billing period, typically monthly or bi-monthly depending on your location. Beyond consumption charges, your bill includes charges for sewer services, which handle wastewater treatment and disposal. These are separate line items but appear on the same bill for convenience.

Many residents don't realize that their water bill also funds important infrastructure. These charges help maintain the pipes, pumps, and treatment facilities that keep water flowing reliably to your neighborhood. Stormwater management fees may also appear, which fund systems that handle excess rainfall and prevent flooding in your area. Some bills include a base or fixed charge that covers meter reading, billing, and customer service costs—expenses that occur whether you use 100 gallons or 1,000 gallons in a month.

Understanding these line items matters because each one tells you where your money goes. A rate increase you see on your bill might reflect infrastructure improvements, not just higher water prices. By learning to read your bill, you can spot errors, understand rate changes, and make informed decisions about water usage in your household.

Practical Takeaway: Review your water bill's itemized breakdown at least once to understand what each charge represents. Check the meter reading dates to confirm you're being billed for the correct time period. Keep past bills for comparison, so you can notice when usage patterns change significantly.

How to Read Your Camden County Water Bill

Reading a water bill involves looking at several key sections. At the top, you'll find your account information: your name, service address, account number, and billing period dates. The billing period shows the exact dates when your meter was read at the start and end of the cycle. This matters because if you notice a gap or overlap in dates, it could explain unexpected changes in your charges.

The meter section displays your current reading and your previous reading. The difference between these two numbers is your consumption for that billing period. Most meters in Camden County measure water in hundreds of cubic feet (HCF) or in gallons. One HCF equals 748 gallons of water. To calculate your approximate daily usage, subtract the previous reading from the current reading, then divide by the number of days in the billing period. This simple math helps you understand whether your usage is typical or unusually high.

Next comes the charges section. Water usage charges are calculated by multiplying your consumption by the rate per unit. In 2024, rates vary by municipality within Camden County, but a typical residential rate might range from $4 to $6 per HCF. Sewer charges usually run separately, often based on water consumption with the assumption that most water that enters your home eventually leaves through the sewer system. Fixed charges appear as flat monthly fees, regardless of consumption.

Look for any additional charges or credits. These might include late payment fees, reconnection fees, or credits for overpayments. Tax information also appears on most bills. Some municipalities in Camden County charge sales tax on water and sewer services, while others don't, so knowing your municipality's rules helps you understand why your bill is structured a certain way.

The bill also includes payment instructions and due dates. Most bills allow a grace period before late fees apply, typically 15 to 30 days after the billing date. Your bill should show the exact due date and acceptable payment methods, whether that's online payment, mail, phone, or automatic bank draft.

Practical Takeaway: Create a simple spreadsheet tracking your meter readings and total charges for each billing period over the past year. Look for seasonal patterns—summer bills are often higher due to lawn watering and outdoor use. If you spot a significant spike with no explanation, contact your water provider to discuss possible meter issues or leaks.

Common Charges and What They Mean

Water bills contain multiple charge categories that often confuse residents. The primary charge is for water consumption, which is simply the cost of treating and delivering clean water to your property. This charge multiplies your usage by the established rate. In Camden County communities, water providers treat water at filtration plants, add chemicals to ensure safety, and pump it through miles of underground pipes to reach your home. All these activities have costs that get reflected in this line item.

Sewer charges represent the cost of treating wastewater after it leaves your home. When you flush a toilet, run a shower, or use a washing machine, that water goes into the sewer system. It travels through pipes to a treatment facility where chemicals remove contaminants before the water is returned to rivers or other water bodies. This complex process costs money. Interestingly, sewer charges are usually based on water consumption rather than actual sewer usage, because most water that enters a home eventually leaves through the sewer (with exceptions for outdoor watering and evaporation).

Stormwater management fees fund systems that handle rain runoff. In urban and suburban areas, rain that falls on roofs, driveways, and streets can't soak into the ground like it does in natural areas. Instead, it flows into storm drains and pipes. These systems prevent flooding and protect water quality by filtering out pollutants. Some municipalities charge this fee to all properties, while others calculate it based on the amount of impervious surface (roofs, pavement) on your property.

Fixed or base charges appear on every bill regardless of usage. These cover meter maintenance, meter reading, billing, customer service, and administrative costs. Even if you used zero water one month (which is nearly impossible), you'd still owe this base charge because the utility still maintains your meter and sends you a bill.

Taxes on water and sewer services vary by municipality. Some areas in Camden County apply sales tax, while others don't. Additionally, some municipalities charge a utility tax—a tax specifically on water and sewer services separate from sales tax. These taxes are set by local governments and collected by water providers.

Practical Takeaway: Request a rate schedule from your local water provider. This document shows the exact charge structure and rates for your area. Knowing the base charge amount and per-unit rates lets you calculate what any given bill should cost, making it easier to spot billing errors.

Why Your Bill Might Be Higher Than Expected

Seasonal variation is the most common reason bills fluctuate. During summer months, water usage typically increases significantly. Lawn watering, pool filling, and increased shower frequency due to heat all contribute to higher consumption. A family's summer bill might be two to three times higher than their winter bill. This is completely normal. Conversely, winter bills may show higher sewer charges even with lower water usage in some systems, due to how fees are structured.

A sudden, unexplained spike in your bill often indicates a water leak. A small leak, like a dripping faucet or running toilet, can waste hundreds of gallons per month. An indoor leak like a leaking water line or a broken supply line under your house can waste thousands of gallons in a single billing period. If your bill jumps dramatically without explanation, check for visible leaks first: look under sinks, inspect your water heater, listen for running water when no fixtures are on, and check your yard for unusually wet spots. If you can't find a leak but suspect one exists, contact a licensed plumber for investigation.

Rate changes cause bill increases even when consumption stays the same. Water and sewer rates adjust periodically to cover infrastructure improvements, increased treatment costs, or new environmental regulations. In recent years, many municipalities have raised rates to fund replacing aging pipes and improving water quality. Camden County communities have implemented rate increases ranging from 2% to 8% annually in some cases, depending on the specific municipality and utility challenges.

Billing period changes can make bills appear higher. If your previous bill covered 28 days and your current bill covers 32 days, you'd naturally use more water. Always compare usage per day, not total usage, when checking bills from different periods. Additionally, if your meter was read on different dates than usual, the billing period length changes, which affects your charges.

New or newly installed meters sometimes show higher usage initially as households adjust to accurate measurement. Older meters occasionally under-register usage, so when replaced with
