Understanding Tsunamis: What They Are and How They Form

A tsunami is a series of ocean waves caused by sudden, large-scale disturbances of water. Unlike regular waves created by wind, tsunamis typically result from underwater earthquakes, volcanic eruptions, or submarine landslides. When the seafloor suddenly shifts during an earthquake, it displaces enormous amounts of water, generating waves that can travel across entire ocean basins at speeds up to 500 miles per hour in deep water.

The word "tsunami" comes from Japanese, meaning "harbor wave," reflecting Japan's long history with these events. Tsunamis are relatively rare occurrences globally, but when they do happen, they can be devastating. According to the National Oceanic and Atmospheric Administration (NOAA), between 1998 and 2018, there were approximately 25 tsunamis of significant size worldwide. The 2004 Indian Ocean tsunami killed approximately 230,000 people across multiple countries, making it one of the deadliest natural disasters on record.

In deep ocean water, tsunami waves may be only a few feet high but travel vast distances. As these waves approach shallow coastal waters, something remarkable happens: the wave height increases dramatically. This process, called shoaling, can transform a three-foot wave into a wave 30 feet tall or higher. The entire water column moves, not just the surface, which creates the tremendous destructive power tsunamis possess.

Tsunamis typically arrive as a series of waves, not just a single wave. The first wave is often not the largest—subsequent waves can be more powerful. This is critical information because people sometimes return to the beach after the first wave recedes, only to be caught by larger waves that follow. The time between waves can range from five minutes to an hour or more.

Understanding these characteristics helps people recognize why tsunami preparation differs significantly from preparation for other natural disasters. Unlike hurricanes, which provide days of warning, tsunamis can arrive within minutes of the triggering earthquake if you're near the epicenter. Practical takeaway: Learn to recognize natural warning signs of tsunamis, particularly the unusual ocean behavior that can occur minutes before waves arrive, such as rapid water retreat from the shore.

Recognizing Natural Warning Signs and Official Alerts

One of the most important pieces of information about tsunami safety involves recognizing natural warning signs. If you're at the beach and experience a strong earthquake lasting 20 seconds or longer, or feel a series of earthquakes, move to high ground immediately. You should not wait for an official warning if you feel significant earthquake shaking near the ocean. This is called the "natural warning system," and it has saved lives in communities that understand it well.

Another critical natural warning sign is unusual ocean behavior. Witnesses to the 2004 Indian Ocean tsunami reported that the ocean receded dramatically—exposing the seafloor in some areas—before the waves arrived. Some people who observed this unusual behavior and moved to higher ground survived, while those who stayed to investigate or collect exposed fish and shells did not. A sudden, unexplained recession of water from the beach is a strong indicator that a tsunami may be approaching.

Official tsunami warnings come through multiple channels. The National Weather Service operates the Pacific Tsunami Warning Center, which monitors seismic activity around the Pacific Ocean and issues warnings to participating countries. In the United States, tsunami warnings reach the public through:

• Emergency alert systems on television and radio
• Wireless emergency alerts (cell phone notifications)
• Weather alert radios
• Local emergency sirens in coastal communities
• NOAA Weather Radio All Hazards (NOAA WR)

It's important to understand the difference between a tsunami watch and a tsunami warning. A tsunami watch means a tsunami is possible and residents should stay alert and ready to move. A tsunami warning means a tsunami is expected to cause significant impacts and immediate evacuation is recommended. Some areas may also issue tsunami advisories for less severe events.

Many coastal communities in tsunami-prone areas have developed community alert systems and conducted evacuation drills. Information about your local tsunami alert system is often available through your city or county emergency management office. Some communities have installed sirens specifically for tsunami alerts, though these are not universal. Practical takeaway: Find out how your community alerts residents to tsunamis and sign up for emergency notifications through your local government or NOAA Weather Radio.

Creating a Family Tsunami Preparedness Plan

Preparation for tsunamis begins with family planning. A tsunami preparedness plan ensures that all household members understand what to do and where to go if a tsunami warning is issued. This plan should be developed before an emergency occurs, when you have time to think clearly and gather necessary information.

The first step in planning is to understand your home's location relative to tsunami hazard zones. FEMA and state geological surveys have mapped tsunami inundation areas along the U.S. coasts. These maps show how far inland water could reach during a tsunami. You can find tsunami inundation maps for your area through your state's emergency management agency or FEMA's map service. If your home is located within a tsunami inundation zone, you should have a plan to evacuate to higher ground.

For those who live in tsunami-prone areas, the plan should identify multiple evacuation routes from your neighborhood to areas of higher elevation. Tsunamis can approach from different directions, and some evacuation routes may become blocked. Having two or three different routes to safety provides options. The evacuation area should be at least one-quarter mile inland and ideally at least 100 feet above sea level, though higher is better in areas near powerful tsunami sources like subduction zones.

Your family plan should include:

• A designated meeting place outside your neighborhood in case family members are separated
• An out-of-area contact person (someone living far away) that family members can call to report their whereabouts
• A plan for pets and livestock, including where they will go and who will care for them
• Important documents and records stored in a waterproof container
• Special considerations for elderly family members, people with disabilities, and young children
• Information about your workplace and school evacuation plans

Practice your evacuation plan twice per year, if possible. Time yourself to see how long it takes to reach higher ground from various locations. This practice helps family members remember the plan during the stress of an actual emergency. Many coastal communities conduct tsunami drills during National Tsunami Awareness Month in November, and participating in community drills provides additional practice opportunities. Practical takeaway: Map your home's location on a local tsunami inundation map, identify at least two evacuation routes to higher ground, and conduct a practice evacuation with your household.

Assembling Emergency Supplies and Home Preparation

While evacuation is the primary safety strategy for tsunamis, having emergency supplies prepared is important preparation. Unlike some disasters where you shelter in place, tsunami safety centers on rapid evacuation. However, after evacuating to high ground, you may need to remain away from your home for an extended period while the tsunami subsides and authorities check for additional waves.

Emergency supplies should be portable and located in an easily accessible place near your exit routes. A disaster supply kit might include water (one gallon per person per day for several days), non-perishable food items that require no cooking, first aid supplies, medications, copies of important documents, flashlights, batteries, and a battery-powered or hand-crank radio. This kit should be stored in a backpack or container that someone in your household can carry while evacuating quickly.

For those living in tsunami-prone areas, it's worth considering home modifications that can reduce vulnerability. While you cannot prevent tsunami damage, some measures may reduce the extent of damage and allow faster recovery. These measures include:

• Installing wet floodproofing in basement areas or lower levels, which allows water to enter and exit freely to equalize pressure rather than accumulating and causing structural damage
• Using water-resistant materials in areas likely to be affected by saltwater inundation
• Properly securing fuel tanks, propane grills, and other hazardous materials that could become projectiles in tsunami currents
• Elevating mechanical systems (HVAC, electrical panels, water heaters) above the expected water level
• Removing or securing heavy objects that could cause injury if
