Understanding Prison Commissary Systems and How Deposits Work

Prison commissaries are inmate-operated stores within correctional facilities where incarcerated people can purchase items like toiletries, snacks, clothing, and other approved goods. Unlike the general prison population that receives basic necessities, commissary purchases allow inmates to obtain specific brands, additional food items, and personal care products that improve daily life during incarceration.

Every state prison system and federal facility operates its commissary differently. Some facilities run their own stores, while others contract with private vendors. The Federal Bureau of Prisons, for example, uses a system called UNICOR Federal Prison Industries, though commissary operations are separate from work programs. State systems vary significantly—Texas operates one of the largest prison commissaries in the country, while smaller states may have more limited inventories.

Deposits into prison commissary accounts work as prepaid balances. When someone deposits money, it goes into an account linked to the inmate's identification number. The incarcerated person can then spend that balance during scheduled commissary shopping times, typically once or twice per week depending on the facility. The account functions like a prepaid card or store credit system.

Understanding how these systems work matters because different facilities have different rules about deposit methods, maximum account balances, and spending restrictions. Some prisons cap commissary accounts at $360 per month, while others allow balances up to several thousand dollars. Knowing your facility's specific rules prevents rejected deposits and wasted time.

Practical Takeaway: Contact the specific correctional facility where the inmate is housed to learn their exact commissary policies, including deposit limits, allowed items, and current procedures. Facility contact information is usually available through the state Department of Corrections website or the Federal Bureau of Prisons locator.

Direct Facility Deposits Through Mail

The most traditional method for commissary deposits remains mailing checks or money orders directly to the facility. This method has worked for decades and continues to be the most widely accepted option across all 50 states and federal prisons. To use this method, you send a physical check or money order through the U.S. Postal Service to the facility's business office or commissary department.

When sending money through mail, the inmate's full name and identification number must appear on the check or money order. Many facilities provide deposit envelopes or forms that family members can request. The standard processing time through mail is 5 to 15 business days, depending on the facility's workload and mail handling procedures. During holidays or high-volume periods, deposits may take longer.

Money orders are often preferred over personal checks because they are guaranteed funds and don't bounce. You can purchase money orders at banks, post offices, grocery stores, and check-cashing services for a small fee, usually between $0.50 and $2.00. When purchasing a money order, you pay the amount you want to deposit plus the fee.

The mailing address for commissary deposits differs from the inmate's general mailing address. The commissary or business office address is the correct destination. Sending money to the wrong department delays processing. For federal inmates, deposits go to the specific facility's cashier or business office, not to a central location.

Risks of mail deposits include mail theft, lost packages, and processing errors. Some facilities automatically reject cash sent through mail for security reasons. Keeping copies of deposit documentation, including the money order receipt or check number, helps track payments and resolve disputes if a deposit doesn't appear in the account.

Practical Takeaway: Request the correct commissary mailing address and any required deposit forms directly from the facility. Include the inmate's full name and identification number on all deposits. Keep detailed records of every deposit including the date sent, amount, and receipt number for tracking purposes.

Third-Party Money Transfer Services and Online Deposit Options

Over the past 15 years, private companies have created specialized services for sending money to incarcerated people. Services like JPay, Securus, Global Tel Link (GTL), and TouchPay operate in multiple states and provide online and mobile app deposit options. These services have made deposits faster and more convenient than traditional mail, though they typically charge transaction fees.

JPay operates in 37 states plus the District of Columbia and Puerto Rico, processing deposits to both state and private correctional facilities. Securus functions in multiple states and federal facilities. These companies charge fees ranging from $1.95 to $3.00 per transaction, depending on the deposit amount and method. A $50 deposit might cost $3, while a $200 deposit typically costs the same flat fee or a small percentage.

Using these services typically involves creating an account on their website or downloading their mobile app. After registration, you select the inmate's facility and identification number, enter the deposit amount, and choose a payment method. Payment options usually include credit cards, debit cards, and bank transfers. Deposits processed before 9:00 PM often appear in the inmate's account within 24 hours, though some facilities may take longer.

The convenience of online deposits comes with costs that add up. Depositing $50 per week through a third-party service costs approximately $156 per year in fees. Families should compare the cost of convenience against mail deposits, which have no transaction fees beyond the money order fee.

Not all facilities contract with all services. A facility may use JPay but not Securus, or may use a completely different system. Checking which services operate at a specific facility is essential before creating accounts. Many facilities post this information on their websites or inmate handbooks.

Practical Takeaway: Visit the facility's official website to determine which third-party services they accept. Create accounts only with services that operate at that specific facility. Compare total costs including transaction fees against traditional mail deposits for your typical deposit frequency and amounts.

Bank Transfer and ACH Payment Methods

Some facilities and third-party services accept automated clearinghouse (ACH) transfers and bank-to-bank transfers, which function similarly to paying bills online through your personal bank account. These methods move money directly from your bank account to the commissary account without credit card fees or the slower processing of mail.

ACH transfers are electronic transfers between bank accounts that take 2 to 5 business days to process. Some third-party services allow you to set up ACH transfers through their platforms, while others allow you to direct bank transfers. The advantage is that ACH transfers typically have no transaction fee or charge significantly less than credit card payments.

To initiate an ACH transfer, you typically need your bank's routing number, your account number, and the receiving account information for the commissary system. Many banks allow you to set up recurring transfers, which can automate weekly or monthly deposits. Setting up recurring payments reduces the administrative burden of remembering to deposit money regularly.

The main disadvantage of ACH transfers is the longer processing time. A deposit initiated on Monday may not appear until Thursday or Friday. Inmates who need commissary items quickly may prefer third-party services that process deposits within 24 hours. Additionally, not all facilities and services offer ACH options, so availability varies significantly by location.

Bank transfer methods also provide a clear digital record of all transactions. Unlike cash or money order deposits, bank transfers create automatic documentation through your banking system. This record-keeping can help resolve disputes if deposits don't appear in the inmate's account as expected.

Practical Takeaway: Contact your bank to learn about bill payment services and whether you can direct payments to the specific commissary account or facility. If your facility's service provider offers ACH options, set up recurring monthly transfers at amounts that match the inmate's needs and facility spending limits.

Understanding Fees, Limits, and Account Management

Prison commissary accounts operate under specific rules regarding maximum balances, spending limits, and fee structures. Federal inmates typically face a $360 monthly spending limit, though this has been adjusted periodically. State systems vary widely—some states allow unlimited account balances, while others cap accounts at $500 to $2,000. Understanding these limits prevents deposits that cannot be used.

Transaction fees charged by third-party services and financial institutions represent a real cost to families. A service charging $3 per transaction on weekly $50 deposits costs $156 annually. The same amount sent through mail via money order costs approximately $52 per year (13 money orders at $4 each). For families with limited resources, these differences matter significantly over months and years of incarceration
