Free Guide to NYC TLC Driver License Requirements

Overview of NYC TLC Driver License Requirements

The Taxi and Limousine Commission (TLC) in New York City oversees licensing for drivers who operate yellow cabs, green cabs (street hail livery vehicles), and for-hire vehicles like those used by rideshare companies. If you plan to drive passengers for money in New York City, you will need a TLC license. This is a legal requirement, not optional. The TLC is a city agency that sets rules about who can drive, how they must behave, and what standards their vehicles must meet.

New York City has approximately 13,600 yellow cab medallions (licenses to operate a yellow taxi) and roughly 10,000 green cab licenses. Additionally, tens of thousands of for-hire vehicle (FHV) drivers work through companies like Uber and Lyft. Each category of license has different requirements and costs. Understanding which type of license you need is the first step toward legal employment as a driver in the city.

The TLC requires all licensed drivers to pass background checks, medical exams, drug tests, and knowledge tests. Drivers must also complete training on topics like customer service and passenger safety. The entire process takes several weeks to several months, depending on how quickly you gather required documents and pass tests. It is not a quick process, so planning ahead is important.

This guide explains what documents you need, what tests you must pass, what fees apply, and how the licensing process works step by step. Learning about these requirements before you start will help you prepare properly and avoid delays.

Practical Takeaway: Before spending money on application fees or training courses, determine which type of TLC license matches your work plans—yellow cab, green cab, or for-hire vehicle driver. Each has different requirements and time frames.

Required Documents and Personal Information

The TLC requires drivers to provide multiple forms of identification and proof of legal status. At minimum, you will need a valid government-issued photo ID such as a passport, driver's license, or state ID card. If your ID is not a U.S. document, you must also bring proof of lawful status in the United States. This may include a green card, Employment Authorization Document (EAD), visa, or asylum approval letter. Non-citizen drivers must have proof they are legally permitted to work in the United States.

You must also provide your Social Security Number (SSN) or Individual Taxpayer Identification Number (ITIN). The TLC uses this to run background checks and verify your work history. You will need to bring original documents or certified copies—photocopies alone are not accepted. Common acceptable documents include your original birth certificate, naturalization certificate, or permanent resident card (green card).

Address documentation is required as well. The TLC needs proof that you live where you say you live. Acceptable documents include a utility bill, lease agreement, or bank statement with your name and current address. The document must be dated within the past 60 days. If you recently moved, bring documents showing both your old and new addresses to explain the change.

Medical records are a significant part of the document package. You must have a medical examination performed by a TLC-approved physician. This exam checks your vision, hearing, blood pressure, and general health. The form must be signed by the doctor and cannot be more than 30 days old when you submit it. Similarly, you will need results from a drug screening test performed at a TLC-approved facility. The TLC recognizes only certain testing locations, so verify where to go on the official TLC website.

You must also gather records related to traffic violations, accidents, and criminal history. If you have been convicted of certain crimes or have serious traffic violations, you may face additional scrutiny or denial of your license. Convictions for felonies, drug offenses, and crimes involving violence are particularly serious concerns for the TLC. The TLC will conduct its own background check, but understanding your history beforehand helps you prepare responses to questions.

Practical Takeaway: Start collecting documents now—especially proof of lawful status, Social Security information, and current address documentation. Schedule your medical exam and drug test early because these appointments can take weeks to schedule, and the results are time-sensitive.

Background Checks and Criminal History Standards

The TLC conducts thorough background checks on all license applicants. This investigation includes reviewing criminal records at the local, state, and federal levels. The TLC also checks for outstanding warrants, outstanding criminal fines, and any history of drug convictions. Additionally, the agency reviews your driving record with the New York State Department of Motor Vehicles to identify traffic violations, suspended licenses, or unsafe driving patterns.

Certain criminal convictions will automatically disqualify you from receiving a TLC license. These include felony convictions for drug distribution or trafficking, violent crimes such as assault or robbery, sex crimes, and crimes involving dishonesty such as fraud or forgery. The TLC also bars licenses for applicants with pending criminal charges. If you are currently facing charges for any crime, you cannot move forward with the licensing process until those charges are resolved.

The TLC considers the circumstances and timing of past convictions, not just whether a conviction exists. A felony conviction from 20 years ago may be viewed differently than a felony conviction from 2 years ago. Minor misdemeanors for low-level offenses, especially if they occurred many years ago, may not automatically disqualify you. However, multiple convictions within a short time period show a pattern of illegal behavior that concerns the TLC.

Specific traffic violations also matter. The TLC looks at your total number of moving violations over the past three years. Drivers with many speeding tickets, red light violations, or unsafe lane change citations demonstrate a pattern of unsafe driving. Serious violations like driving under the influence (DUI) or driving with a suspended license are major red flags. If you were convicted of DUI, the TLC typically will not license you for several years after conviction.

The TLC also investigates civil judgments and lawsuits. If you have unpaid court fines, outstanding child support orders, or civil judgments for large debts, the TLC may see this as a sign of irresponsibility. The agency wants to know if you have fulfilled your legal obligations. If you have outstanding fines or court orders, paying them before submitting your license application strengthens your case.

Practical Takeaway: Obtain a copy of your criminal background report and driving record before applying. If you have a past conviction, understand when it occurred and what it was for. Contact the TLC in advance if you have concerns about disqualifying factors—waiting until after you submit your application and get denied costs more time and money.

The Testing Process: Knowledge and Skills Assessment

All TLC driver applicants must pass a written knowledge test before receiving a license. This test covers New York City traffic laws, TLC rules, passenger safety, and professional driving standards. The test contains 40 multiple-choice questions, and you must answer at least 30 correctly to pass—a 75 percent score. The test covers topics like right-of-way rules, speed limits in school zones, when you can use a bus lane, and how to handle conflicts with passengers. Many questions are specific to New York City streets and neighborhoods.

The TLC provides a study guide that lists all topics covered on the knowledge test. This guide is available for free on the TLC website. The agency strongly suggests reviewing this material before taking the test. You can take the test multiple times if you fail, but you must wait at least one day between attempts. Retaking the test costs additional fees each time. Most people pass the knowledge test on their first or second attempt if they study the provided materials.

For yellow cab and green cab drivers, there is an additional road skills test. During this test, an examiner rides with you in your vehicle and observes your actual driving. The examiner watches how you handle the steering wheel, how you park, whether you follow traffic signals, how you communicate with passengers, and whether you demonstrate safe driving practices overall. This is a practical evaluation, not a written test. You must provide your own vehicle for this test, and it must be properly inspected and registered.

The TLC also requires drug screening for all applicants. You must go to a TLC-approved testing facility and submit to a urine drug test. The test screens for common substances including marijuana, cocaine, opioids, amphetamines, and benzodiazepines. A positive test result will disqualify you from getting a license. The test results are reported to the TLC and
