Understanding Longmont's Utility System and Bill Structure

Longmont, Colorado provides water, wastewater, and stormwater services to residents and businesses through the City of Longmont Utilities Department. Understanding how these services work and what appears on your bill is the first step toward managing your utility payments effectively. The city serves over 98,000 people across a service area that spans residential neighborhoods, commercial districts, and industrial zones.

Your utility bill typically includes several components. The water portion charges you for treated drinking water delivered to your home or business. The wastewater component covers the cost of collecting and treating water after it leaves your property. Stormwater fees help fund systems that manage rain and snowmelt runoff throughout the city. Each component has its own rate structure, which means you're paying for three distinct services even though they may appear on a single bill.

Longmont uses a tiered rate structure for water consumption, meaning the more water you use, the higher your per-unit cost becomes. This encourages conservation while keeping bills affordable for households with typical usage. A family of four using water at average rates might see monthly charges ranging from $40 to $70 during winter months when outdoor watering is minimal, and $60 to $120 during summer months when landscape irrigation increases usage.

The city also charges fixed monthly service fees that don't change based on consumption. These fees cover the cost of maintaining pipes, meters, and billing systems. Understanding this structure helps you recognize which parts of your bill reflect your actual usage versus which parts are standard charges everyone pays.

Practical Takeaway: Review your most recent utility bill and identify the three main components (water, wastewater, stormwater). Note your water consumption listed in hundred-cubic-foot units (HCF), where one HCF equals 748 gallons. This baseline helps you understand your typical usage pattern.

Online payment through the city's website represents one of the most commonly used methods. You can log into your account on the Longmont utilities website, review your bill details, and submit payment using a debit or credit card. This method typically processes within one to two business days and provides immediate confirmation. The city does not charge a fee for online debit card payments, but credit card payments may incur a processing fee of around 2.5 percent, which the payment processor charges rather than the city itself. This online portal also allows you to view your billing history, compare usage across months, and set up account notifications.

Automatic bank draft, also called ACH (Automated Clearing House) payment, withdraws funds directly from your checking or savings account on a date you specify each month. This method incurs no fees and ensures your payment processes on time without requiring you to take action each billing cycle. Setting up automatic payments typically takes five to ten minutes through the online portal or by calling the utility customer service line. Many residents find this method particularly useful because it eliminates the possibility of late payments due to forgetfulness.

Mail-in payments remain a viable option for those who prefer traditional methods. You can mail a check or money order to the City of Longmont Utilities Department along with your bill stub. The payment address appears on every bill. Mail payments should be sent at least one week before your due date to account for postal delivery time. The city does not charge a fee for mailed payments, and there is no penalty for paying by check rather than electronic methods.

In-person payments can be made at designated payment locations throughout Longmont. The main utility office typically accepts payments during business hours. Some City of Longmont facilities and partner locations also accept utility payments. You can pay with cash, check, debit card, or credit card at these locations. In-person payment represents the fastest method if you need to ensure a payment is received the same day you visit.

Phone payments allow you to speak with a customer service representative who can process your payment over the telephone. This method works well if you have questions about your bill or need clarification before paying. Phone payments may incur a convenience fee, and you'll need to provide payment information verbally, which some people prefer to avoid for security reasons.

Practical Takeaway: Choose your primary payment method based on your habits and preferences. If you have a reliable checking account and regular bill schedule, set up automatic bank draft payments to eliminate monthly payment tasks. If you prefer to review each bill before paying, bookmark the online payment portal for quick access.

To access the online portal, visit the Longmont Utilities website and look for the "Pay My Bill" or "Customer Portal" section. You'll need your account number, which appears on your paper bill, to create an account or log in. The account number typically begins with numbers identifying your service address and is usually printed near the top or bottom of your bill statement.

Once logged in, you can view detailed information about your current bill, including the specific charges for water, wastewater, and stormwater services. The portal displays your consumption in both HCF units and gallons, making it easier to understand your actual water usage. You can see your due date, last payment amount, and remaining balance. This information helps you track when payments need to be submitted and verify that previous payments were processed correctly.

The portal typically includes a usage history tool that shows your consumption over multiple months or even years. This feature is particularly valuable during summer months when you can compare your current usage to the same month in previous years. Significant increases might indicate a leak or changed usage patterns. The visual graphs make it easy to spot trends without having to calculate comparisons yourself.

Many online portals allow you to set up notifications that alert you when your bill is ready, when a payment is due, or when your usage reaches certain thresholds. These notifications can arrive via email or text message, depending on your preferences. Setting up notifications helps ensure you don't miss payment due dates and provides early warning if your usage suddenly spikes.

The portal stores your payment history, showing exactly what you've paid, when you paid it, and the method you used. This record is useful if you need to verify that a payment was received or if you need documentation for personal financial records. If you ever dispute a charge or need to provide proof of payment for any reason, this history provides quick access to that information.

Practical Takeaway: Create your online portal account this week and set it up so you receive email notifications when your bill is ready and one week before the due date. Review your usage history to establish what your typical monthly consumption looks like so you'll notice if usage patterns change unexpectedly.

Due Dates, Late Payment Policies, and Financial Hardship Options

Understanding Longmont's payment schedule and what happens if you miss a due date helps you plan your budget and avoid potential service interruptions. Most utility bills in Longmont are due approximately 20 days after the bill is issued. Your specific due date appears prominently on your bill statement. Payments are considered on time if they're received by 5 p.m. Mountain Time on the due date.

If a payment is not received by the due date, the city typically sends a past-due notice. This notice appears on your next bill or arrives separately, informing you of the overdue amount and the new date by which payment should be made to avoid service discontinuation. The city does not charge a late fee on residential accounts, though this policy may differ for commercial accounts. However, failure to pay for an extended period will eventually result in service shutoff.

The city's disconnection policy typically allows 60 to 90 days from the original due date before service is disconnected for non-payment, though this timeline can vary based on specific circumstances. Before disconnection occurs, the utility sends multiple notices giving you opportunities to pay or contact them about your situation. Once service is disconnected, a reconnection fee applies when you bring your account current.

For residents experiencing financial difficulties, the City of Longmont Utilities Department offers information about programs that may help with bill payments. While the utility company itself does not operate financial assistance programs, utility representatives can discuss payment arrangements and direct you toward community
