Free Guide to Inmate Commissary Account Money Transfers

Understanding Inmate Commissary Accounts and How Money Transfers Work

An inmate commissary account is a system that allows incarcerated individuals to purchase items from a prison or jail store. These accounts hold money that family members, friends, or the inmates themselves (if they work prison jobs) contribute. The commissary typically sells hygiene products, snacks, clothing items, phone cards, and writing supplies. According to the Prison Policy Initiative, commissary spending varies widely by facility, with some institutions charging markup prices that can be 50% to 100% higher than retail prices outside prison walls.

Money transfers to an inmate's commissary account work through several methods depending on the facility. Most corrections departments now offer online transfer systems, phone-based systems, and in-person payment options at the facility. Some facilities partner with third-party money transfer services like JPay, Securus, or Keefe Commissary Network. The specific system available depends on which state or county runs the facility and which company, if any, operates that particular prison or jail.

Timing matters when sending money. Most facilities process deposits within 24 to 72 business hours, though some take longer. Money sent on a Friday may not appear in an account until the following Tuesday or Wednesday. Understanding these delays helps prevent situations where someone sends money expecting immediate availability.

Transfer fees vary significantly. Some facilities charge $1 to $5 per transaction, while others charge percentages ranging from 1% to 5% of the amount transferred. A few facilities still allow free transfers through certain methods. These fees add up over time—someone sending $50 monthly with a 3% fee pays about $18 annually just in charges.

Practical takeaway: Before initiating any transfer, contact the specific facility to learn which payment methods are available, what fees apply, and how long processing takes. This prevents sending money through a method the facility doesn't accept.

Different Methods for Sending Money to Inmate Accounts

Most correctional facilities now offer at least three ways to add money to an inmate's commissary account: online transfers, telephone transfers, and in-person payments. Each method has different costs, processing times, and requirements. Understanding the differences helps senders choose what works best for their situation.

Online transfer systems through facility websites or third-party platforms are increasingly common. These typically require creating an account with the inmate's identification number, facility location, and a payment method like a credit card or debit card. Many online systems allow recurring deposits—setting up regular weekly or monthly transfers automatically. Online transfers often process within one to three business days and may have transaction fees of $1 to $3.95 per transfer. Some states, like Ohio and North Carolina, offer online systems with relatively low fees, while other states have partnerships with companies charging higher rates.

Telephone transfers allow money to be sent by calling a facility's designated number or a third-party service provider. This method works for people who prefer not to use the internet or don't have computer access. Phone transfers typically cost $2 to $5 per transaction and process similarly to online transfers. A sender provides their payment information and the inmate's identification details over the phone. Some facilities record these calls for verification purposes.

In-person payments at the facility's business office allow direct payment without fees or with minimal fees. This option requires visiting the institution during business hours and bringing government-issued identification. Processing times are sometimes faster with in-person payments—sometimes same-day or next-business-day—compared to remote methods. However, visiting hours may be limited or restricted depending on facility policy and the inmate's security level.

Wire transfers and money order methods still exist at some facilities, though they're becoming less common. Money orders can be sent by mail to a facility's cashier office, but this method takes longer (typically one to two weeks) and provides no tracking. Wire transfers through Western Union or similar services may be available at certain facilities but usually involve higher fees.

Practical takeaway: Compare the fees and processing times for each method at the specific facility where the inmate is housed. For frequent senders, a low-fee method even with slightly longer processing times saves money over months and years.

Information About Fees, Limits, and Account Rules

Commissary account fees and limitations differ across every correctional system and sometimes between individual facilities. Understanding these rules prevents sending money that can't be used or losing funds to unexpected charges.

Transaction fees are the most visible cost. The National Commission on Correctional Health Care documented that for-profit transfer companies charge between 3% and 5% per transaction, while some state-run systems charge flat fees of $1 to $3. A $25 transfer with a 3% fee costs $25.75, meaning nearly 3% of the money sent never reaches the inmate's account. For families sending money multiple times yearly, this accumulates significantly.

Monthly deposit limits exist at many facilities. Some institutions cap contributions at $50, $100, or $300 per month, though limits vary widely. A few facilities have no monthly limits but restrict individual transaction amounts. These limits are set by individual states and facilities and aren't standardized across the country. An inmate in one state might have a $500 monthly limit while the same facility's policies in another state cap it at $200.

Daily spending limits are separate from monthly deposit caps. An inmate may be able to receive unlimited monthly deposits but can only spend $10 to $25 per day from their account. This prevents large purchases and means money accumulates if an inmate doesn't spend their daily allowance. Some facilities allow rollover of unspent daily amounts, while others reset the limit daily.

Account dormancy is another rule to understand. If an inmate's account has no activity (no deposits and no purchases) for a set period—often six months to two years depending on the facility—the account may be frozen or closed. At some facilities, dormant account balances are transferred to a general fund or the state's unclaimed property program. This means money sitting in an account unused might eventually disappear.

Restrictions on certain items affect commissary spending. Many facilities prohibit using commissary funds for phone credits or video visits, requiring separate payment methods for these services. Other facilities may restrict purchases based on security concerns or facility rules. Understanding what the inmate can actually purchase ensures the deposited money can be used.

Practical takeaway: Contact the facility and request a written copy of current commissary rules, including transaction fees, deposit limits, daily spending limits, and item restrictions. Keep this documentation to reference when sending money.

Steps for Setting Up and Managing Inmate Commissary Deposits

Setting up an inmate commissary account involves gathering correct information, choosing a payment method, and following the facility's specific procedures. Making mistakes in this process—using wrong inmate numbers or facility names—can result in money being sent to the wrong person or held in pending status.

The first step is collecting accurate inmate identification information. This includes the inmate's full legal name (as it appears in the facility's system), inmate/booking number, facility name, and the facility's location. Many facilities in large states have multiple prisons or jails, so specifying the exact location is critical. For example, saying "California Department of Corrections" isn't specific enough because California operates dozens of facilities. Using an incomplete name or wrong inmate number can result in funds going to another inmate with a similar name or being held indefinitely.

The second step is verifying the facility's current payment system. Call the facility's main phone number and ask for the business office or inmate services department. Provide the inmate's name and number and ask: What payment methods do you accept? What is the current fee structure? How long does processing take? What are the monthly and daily limits? Are there items the commissary doesn't allow purchases for? This information changes periodically, so calling directly ensures accuracy instead of relying on outdated websites.

The third step is creating an account with the payment system. For online systems, gather payment method information (credit card, debit card, or bank account details). For phone systems, have this information ready when calling. For in-person payments, bring government-issued identification. Create a strong password for online accounts and keep login information secure.

Making the actual deposit is straightforward once the account is set up. Provide the payment method, the amount, and confirm the inmate's information is correct. Keep confirmation numbers or receipts that show the transaction was submitted. These documents prove the money was sent if questions arise later.
