Free Guide to FMCSA Clearinghouse Registration for Drivers

What the FMCSA Clearinghouse Is and Why It Matters

The Federal Motor Carrier Safety Administration (FMCSA) Clearinghouse is a database created by the U.S. Department of Transportation. It tracks information about commercial truck and bus drivers who have violated federal drug and alcohol testing rules. The system went live on January 6, 2020, and changed how the trucking industry manages safety.

Before the Clearinghouse existed, there was no central way to find out if a driver had failed a drug or alcohol test at a previous job. A driver could leave one trucking company after failing a test and get hired by another company that had no way of knowing about that failure. The Clearinghouse closes this gap by creating one place where motor carriers can look up a driver's drug and alcohol testing history.

The Clearinghouse contains records about drivers who have had certain violations, including failed drug tests, positive alcohol tests, refusals to take tests, and violations of the federal return-to-duty process. Information stays in the system for at least five years from the date of the violation. Some records may stay longer depending on the type of violation.

As of 2024, the Clearinghouse contains records on hundreds of thousands of drivers. Motor carriers are required by law to check the Clearinghouse before hiring a driver for a position that requires a commercial driver's license (CDL). They must also check it at least once every 12 months for drivers already on their payroll. This is not optional—it is a federal mandate that applies to all motor carriers without exception.

Understanding how the Clearinghouse works matters because it affects hiring, job retention, and career opportunities in the trucking industry. Drivers should know what information is recorded about them and how to review it for accuracy.

Practical Takeaway: The FMCSA Clearinghouse is a federal database that tracks drug and alcohol testing violations. All motor carriers must check it before hiring drivers and once yearly for current employees. This system applies nationwide and affects anyone holding or seeking a CDL position.

How to Register as a Driver in the FMCSA Clearinghouse

Drivers do not have to register themselves in the FMCSA Clearinghouse. The system is not something you sign up for like a social media account. Instead, your information enters the Clearinghouse automatically when a testing facility, medical review officer (MRO), or employer reports a violation to the database.

However, drivers can create an account to view their own records. This account is separate from being "in" the Clearinghouse. Creating a driver account allows you to see what information the system holds about you. Many drivers find this valuable because it helps them understand what future employers might see during a background check.

To create a driver account, you visit the official FMCSA Clearinghouse website at clearinghouse.dot.gov. The site walks you through the process step by step. You will need to provide basic information such as your name, date of birth, driver's license number, and state of issuance. You will also need an email address and will create a password.

The registration process typically takes about 10 to 15 minutes. The system uses this information to match you with any records that may exist under your name. Once you have registered, you can log in anytime to view your driver record. The account creation itself is free and there are no fees to use the driver portal.

It is important to use accurate information when registering. If you provide incorrect details, the system may not match you with your actual records. For example, if you misspell your name or enter the wrong driver's license number, you might think you have no records when in fact records do exist under your correct information.

You can also authorize someone else, such as a trucking company, to view your records. This is called "Authorization." When you grant authorization, that company can look up your information without you having to provide it each time. Some companies request authorization during the hiring process.

Practical Takeaway: Drivers can create a free account on clearinghouse.dot.gov to view their own Clearinghouse records. Registration takes about 10 to 15 minutes and requires your name, date of birth, driver's license number, and email. Use accurate information to ensure the system matches you with the correct records.

Understanding What Information Appears in Your Clearinghouse Record

Your Clearinghouse record contains specific types of violations related to federal drug and alcohol testing rules. Not every violation goes into the Clearinghouse—only those that meet federal Department of Transportation (DOT) requirements appear there.

Violations that are recorded in the Clearinghouse include: a positive result on a DOT drug test, a positive or refusal result on a DOT alcohol test, a refusal to submit to a required test, a confirmed positive test result, a violation of the federal return-to-duty process, and any employer report of a violation of federal drug and alcohol rules. The record will show the date of the violation, the type of violation, and the testing facility that reported it.

The record does NOT include information about moving violations, accidents, traffic citations, or other safety issues unrelated to drug and alcohol testing. It does not include violations of state drug and alcohol laws unless they also involve DOT testing. The Clearinghouse is narrowly focused on federal drug and alcohol testing violations only.

Each violation record shows several pieces of information: the violation date, the violation type, the MRO name (the medical review officer who reviewed the test), the employer name (if the test was reported by an employer), and the testing facility name. If you completed a return-to-duty process after a violation, that completion will also show on your record.

Records remain visible in the Clearinghouse for five years from the date of violation. However, some records may remain longer under certain conditions. If your violation occurred before the Clearinghouse launched in January 2020, it may not appear at all because the system only includes violations reported after it began operating.

Your record is not visible to the general public. Only authorized individuals can see it: the driver (you), your employer or prospective employer (if you grant authorization or they are checking you during hiring), the MRO who reviewed the test, and law enforcement with proper authorization. This means your record information is protected and not freely available online.

Practical Takeaway: Your Clearinghouse record contains only federal DOT drug and alcohol test violations. It does not include traffic violations, accidents, or non-DOT related violations. Records are visible for five years and can be viewed only by you, authorized employers, the testing MRO, and law enforcement with authorization.

How Employers Use the Clearinghouse During Hiring and Employment

Motor carriers use the Clearinghouse as a tool to research driver safety history before hiring and during ongoing employment. Federal law requires them to do this. The FMCSA does not set specific rules about how employers must use the information—that is left to company policy—but the lookup itself is mandatory.

Before hiring a driver for a position requiring a CDL, the employer must check the Clearinghouse. This is called a "pre-employment query." The employer enters the driver's information into the system and receives a result within minutes. The result tells the employer whether the driver has any reported violations. Many drivers report that this check happens early in the hiring process, sometimes even before an in-person interview.

If the Clearinghouse shows a violation, what happens next depends on company policy and state law. The employer is not automatically prohibited from hiring the driver. Instead, the employer must make a decision based on their own standards. Some companies have policies that prohibit hiring anyone with a Clearinghouse record. Other companies may consider factors like when the violation occurred, what type it was, whether the driver completed return-to-duty requirements, and how much time has passed. Federal law requires the employer to give the driver a chance to review the information and respond before making a final decision about hiring.

Beyond hiring, employers must also query the Clearinghouse at least once every 12 months for drivers already employed. This is called a "periodic query." The purpose is to check whether any new violations have been reported for current employees. If a new violation is found, the employer must follow the same process of reviewing it and potentially taking action based on company policy.

Employers can also authorize drivers to manage their own authorization records
