Overview of Housing Support Programs in Delaware

Delaware offers several programs designed to help residents manage housing costs and find stable living situations. These programs come from different sources—some funded by the state government, others by federal agencies, and some through nonprofit organizations. Understanding what programs exist in Delaware is the first step toward exploring what might work for your situation.

The main categories of housing support include rental assistance, down payment help for homebuyers, emergency housing support, and programs for specific populations like seniors and people with disabilities. Many of these programs operate through local nonprofits and government agencies rather than through one central office. This means you may need to contact several organizations to learn about different options.

As of 2023, Delaware has a population of approximately 990,000 people. Housing costs in Delaware vary significantly by location—Wilmington and surrounding areas in New Castle County tend to have higher rents than rural Sussex and Kent counties. The median rent for a one-bedroom apartment in Wilmington averages around $1,000 to $1,200 per month, while rates in smaller towns may be lower. Despite these variations, many Delaware residents spend more than 30% of their income on housing, which is the threshold often used to define housing cost burden.

Several Delaware agencies coordinate these programs: the Delaware Housing Authority, the Department of Health and Social Services, and the Department of Planning. Local housing authorities in each county also manage specific programs. Nonprofits like the Community Legal Aid Society and local United Way chapters provide information and sometimes direct services.

Practical takeaway: Start by identifying which county you live in (New Castle, Kent, or Sussex) because programs and availability sometimes differ by location. Write down the names of 2-3 local organizations you'll contact to learn about housing options.

Rental Assistance and Emergency Housing Support

Rental assistance programs help people pay rent when they face temporary hardship or ongoing difficulty affording housing. Delaware has distributed significant federal funding through rental assistance programs, particularly through money from the Emergency Rental Assistance Program (ERAP) that was created during the COVID-19 pandemic. While that specific program's funding has ended, other rental assistance options continue to exist through state and local sources.

The Delaware Housing Authority manages several rental programs. One key program helps people experiencing homelessness or at risk of becoming homeless. Another assists very low-income renters. These programs typically help with current rent, back rent owed to landlords, and sometimes utility payments. Some programs also help with security deposits when someone is moving into a new apartment.

To learn about rental assistance, you can contact your local housing authority or social services office. In New Castle County, the Wilmington Housing Authority serves the Wilmington area. In Kent County, the Dover Housing Authority covers that region. In Sussex County, the Georgetown Housing Authority provides services. Each office maintains information about programs in their area. You can also reach out to 211 Delaware, a free referral service that provides information about local programs—you can call 211 or visit the website at www.211delaware.org.

Emergency housing support differs from rental assistance in that it typically helps with immediate, short-term needs like emergency shelter or temporary housing while someone works on longer-term solutions. The Community Legal Aid Society in Wilmington and other nonprofit organizations throughout the state provide information about emergency options in different regions.

Documentation needed varies by program but commonly includes proof of income, lease or rental agreement, and information about your housing situation. Some programs ask for proof that you face a financial hardship. Keep records of rent payments, landlord communications, and any eviction notices, as these documents help when describing your situation to program staff.

Practical takeaway: Gather documents showing your current rent amount, household income, and any housing problems you're facing. Then contact your local housing authority or call 211 to learn what rental support programs operate in your area and what information they'll need.

Homeownership Programs and Down Payment Help

Delaware offers several programs that help people purchase homes, particularly first-time homebuyers who lack savings for a down payment. The Delaware Housing Authority administers the Down Payment Assistance Program, which provides grants or low-interest loans to help qualified borrowers cover down payment and closing costs when buying a home. This program is restricted to people buying their primary residence—a home where they will actually live.

The program typically works alongside a mortgage loan from a bank or lender. The down payment assistance fills a gap between what the borrower can contribute and what lenders typically require. Some people can receive grants (money that doesn't need to be repaid), while others receive loans with favorable terms. The specific structure depends on the borrower's circumstances and current program rules.

First-time homebuyer programs often include educational components because understanding mortgages, inspections, and property taxes helps new owners make sound decisions. The Delaware Housing Authority and several nonprofit organizations offer homebuyer education courses—some in-person, others online. These courses cover topics like understanding credit scores, comparing mortgage options, and maintaining a home. Many programs require completing education before receiving down payment help.

Other homeownership support comes through Community Development Financial Institutions (CDFIs)—specialized lenders that work with people who may not qualify for traditional bank mortgages. These organizations are located throughout Delaware and focus on lending to underserved populations. Examples include organizations in Wilmington, Dover, and other communities.

Homebuyers should also understand property tax rates and homeowner insurance costs, which vary by location within Delaware. New Castle County has different tax rates than Sussex or Kent counties. Speaking with a real estate agent familiar with your target neighborhood provides practical information about total housing costs in specific areas.

Practical takeaway: If you're interested in buying a home, contact the Delaware Housing Authority to learn about down payment programs, then locate a homebuyer education course in your area. Course completion often unlocks access to additional programs.

Permanent Supportive Housing and Special Population Programs

Delaware maintains programs designed for people with specific needs—seniors, people with disabilities, people experiencing homelessness, and domestic violence survivors. These specialized programs recognize that different populations face different barriers to stable housing.

Permanent supportive housing combines affordable housing with supportive services like case management, mental health treatment, or job training. The goal is providing stable housing paired with the services people need to maintain that housing. The Delaware Health and Social Services Department coordinates several such programs. The Housing Opportunities Commission, located in Wilmington, manages housing and services for people with disabilities. These programs typically house people in regular apartments within the community rather than congregate facilities.

Senior housing programs through the Delaware Housing Authority provide apartments specifically for people age 62 and older. These properties often include supportive services, community activities, and staff presence. Public housing managed by local authorities also includes senior communities. Information about senior housing is available through the Housing Authority offices and through the Delaware Division of Services for Aging and Adults with Physical Disabilities.

Domestic violence survivors can access emergency shelter through organizations like Domestic Violence Central, which operates safe houses throughout Delaware. Staff at these organizations also provide information about longer-term housing options and help survivors develop housing plans as they rebuild their lives. These services are confidential and free.

People with intellectual and developmental disabilities have access to housing programs through the Division of Intellectual Disability Services within the Department of Health and Social Services. These programs range from shared living arrangements to supervised apartments where individuals live more independently with staff support nearby.

Veterans have access to federal housing programs through the Department of Veterans Affairs and may also qualify for state programs. The Delaware Veterans Commission provides information about these resources and can connect veterans with specific programs.

Practical takeaway: If you're in a special population (seniors, people with disabilities, survivors of violence, veterans, people experiencing homelessness), contact organizations specifically serving your population rather than starting with general programs—they often have dedicated resources and deeper knowledge of your particular situation.

Community Resources and Information Networks

Delaware's approach to housing information relies heavily on connecting people with local organizations and networks rather than one central application system. This means learning to use these information networks is essential for finding programs.
