Overview of U.S. Immigration and Customs Enforcement (ICE)

U.S. Immigration and Customs Enforcement (ICE) is a federal agency that operates under the Department of Homeland Security. Established in 2003, ICE has approximately 20,000 employees across the country. The agency handles immigration enforcement, detention, and deportation proceedings. Understanding what ICE does and how to contact them is important for people who may interact with the agency, whether they are seeking information, have legal representation concerns, or need to report issues.

ICE operates through several divisions. Homeland Security Investigations (HSI) focuses on criminal investigations related to immigration violations and smuggling. The Enforcement and Removal Operations (ERO) division manages the detection, arrest, and deportation of people in the United States unlawfully. ICE also operates detention facilities across the country where immigrants may be held during removal proceedings. As of 2023, ICE detained approximately 400,000 people annually across its network of facilities.

Contacting ICE directly may be necessary for various reasons. Family members may need to locate a detained relative. Legal representatives may require information about a client's case or detention location. Individuals may want to report immigration-related crimes or concerns. Whistleblowers may need to report misconduct or civil rights violations. Understanding the different contact methods and what each division handles helps people reach the right department for their specific situation.

This guide provides information about how to contact ICE through official channels. It explains the different ways people can reach the agency, what information they may need to have ready, and what to expect when contacting ICE. The guide does not provide legal counsel and does not replace consultation with an immigration attorney.

Practical Takeaway: Before contacting ICE, identify which division you need to reach—Homeland Security Investigations for criminal matters, Enforcement and Removal Operations for detention-related issues, or local field offices for general inquiries. Different departments handle different types of requests.

Finding Contact Information for Your Local ICE Office

ICE maintains field offices in every state, with multiple offices in larger states. The agency's official website contains a directory where people can search for their nearest ICE office by state or city. The main ICE website is located at ice.gov. From the homepage, visitors can navigate to the "Contact ICE" section, which provides links to field office listings organized by state. This is the most reliable way to find current phone numbers and addresses for local offices.

Each field office manages immigration enforcement activities within its geographic area. For example, the New York field office covers all of New York State, parts of New Jersey, and Connecticut. The Los Angeles field office covers Southern California. Contacting the correct field office matters because local offices handle detention inquiries, case information requests, and coordination with local law enforcement. Field office phone numbers are listed on the ice.gov website along with physical addresses and hours of operation.

When searching for local office contact information, people should note that ICE also operates specialized units that may have different contact procedures. The National Human Trafficking Hotline (1-844-888-FREE or 1-844-888-3733) accepts calls about human trafficking situations. The Office of Professional Responsibility handles complaints about ICE employee misconduct. These specialized contacts exist alongside the general field office directory.

The ICE website also provides email addresses for general inquiries, though response times may vary. Many field offices accept emails about specific cases, though more sensitive matters may require phone calls or in-person visits. When emailing ICE, include specific details such as names, case numbers, and dates to help the agency locate relevant information quickly.

Practical Takeaway: Visit ice.gov and use the state-by-state field office directory to find the phone number and address for the ICE office nearest you. Write down the office hours and address before attempting contact, as this information may change seasonally.

Locating a Detained Family Member or Friend

When someone is arrested by ICE, family members often need to find out where the person is being held. ICE operates a database called the Online Detainee Locator System that allows people to search for information about detained individuals. This system is free and available 24 hours a day on the ICE website. To use the locator system, visitors go to ice.gov/detainee-locator and enter the detainee's name and date of birth. The system provides the facility where the person is held, along with that facility's contact information.

The detainee locator system typically shows results within minutes. Once a person locates the facility, they can call that facility directly to confirm the detainee's location, learn about visiting hours, and find out what items may be brought during visits. Detention facilities have specific rules about visitation, phone calls, and commissary services. Contacting the facility directly often provides more detailed information than the locator system alone.

In some cases, detainees may not appear in the locator system immediately. Newly arrested individuals may take 24 to 48 hours to enter the system after processing. Additionally, people transferred between facilities may have temporary gaps in the system while records update. If a person cannot be located, calling the local ICE field office is the next step. Field office staff can provide information about recent arrests or direct callers to the correct facility.

When a detainee is located, family members should note that phone calls from detention facilities are usually collect calls, which can be expensive. Some facilities contract with specific phone providers, so family members should check with the facility about available payment options. Visiting in person is often possible, though facilities require advance notice and have specific visitor policies regarding identification and prohibited items.

Practical Takeaway: Use the free ICE Online Detainee Locator at ice.gov/detainee-locator to find where someone is detained. Have the detainee's full legal name and date of birth ready. If the person doesn't appear in the system, wait 24-48 hours and try again, or call the local ICE field office.

Contacting ICE About Cases and Getting Information

Attorneys and individuals may contact ICE to request case information, schedules for court hearings, or updates about removal proceedings. Immigration attorneys frequently need to communicate with ICE offices about their clients' cases. The process for obtaining case information differs depending on the nature of the request and the individual's relationship to the case. Legal representatives should contact the appropriate ICE office through the main field office number or the Enforcement and Removal Operations office that handles the case.

When contacting ICE about a specific case, having certain information ready makes the process faster. Case numbers (often called ICE case numbers or A-numbers), the detainee's full legal name, and date of birth help ICE staff locate records quickly. If contacting about detention conditions or placement, the name of the detention facility is helpful. Phone calls during regular business hours typically receive responses faster than emails, though emails create a written record of communication.

ICE provides information about pending removal cases through its Records Management Division and through Freedom of Information Act (FOIA) requests. The FOIA process allows any person to request copies of documents held by federal agencies. For immigration-related records, submitting a FOIA request to ICE may take several weeks or months, depending on the complexity and volume of records. The ICE FOIA office provides instructions on the agency's website for submitting these requests.

Court hearing information may be obtained from the Immigration Court system separately from ICE. The Executive Office for Immigration Review (EOIR) manages the court dockets for removal cases. Court dates, locations, and case status information may be accessed through the EOIR's online case search system or by calling the immigration court directly. Courts typically do not provide detailed case information over the phone but confirm whether a hearing is scheduled.

Practical Takeaway: To contact ICE about a case, gather the ICE case number (A-number), the person's full legal name, date of birth, and the detention facility name if applicable. Call the local ICE field office during business hours for fastest service. For official documents, submit a FOIA request through the ICE website.
