Understanding Colorado's Air Care Emissions Program

Colorado's Air Care program is a vehicle emissions testing requirement that applies to cars, trucks, and motorcycles in certain areas of the state. The program tests whether vehicles meet Colorado's air quality standards. Vehicles that fail emissions tests cannot be registered until repairs are made and the vehicle passes a retest.

The program operates in two main regions: the Denver Metro area (which includes Denver, Boulder, and surrounding counties) and the Fort Collins-Loveland area in northern Colorado. These areas have historically experienced air quality challenges, particularly during winter months when temperature inversions trap pollution near the ground. The state implemented Air Care testing to reduce vehicle-related pollution that contributes to ground-level ozone and other air quality concerns.

Air Care testing has been running since 1982 in Colorado, making it one of the longest-running emissions programs in the United States. Over the decades, the program has evolved from basic tailpipe testing to more advanced diagnostic methods. The current program uses two main testing approaches depending on your vehicle's age and type: the standard IM240 test and the On-Board Diagnostic (OBD) test.

Understanding how the Air Care program works is important for vehicle owners in affected areas because registration renewal depends on passing an emissions test. The program is administered by the Colorado Department of Public Health and Environment (CDPHE), which sets the testing standards and maintains a network of certified testing stations throughout the program areas.

Practical Takeaway: If you own a vehicle registered in the Denver Metro or Fort Collins-Loveland areas, you need to pass an Air Care emissions test before you can renew your vehicle registration. Vehicles newer than 1982 (with some exceptions) and older than 25 years may have different testing requirements or exemptions.

Which Vehicles Need Air Care Testing

Not all Colorado vehicles require Air Care testing. The requirement depends on three main factors: where the vehicle is registered, how old the vehicle is, and what type of vehicle it is. Understanding these requirements helps you know whether you need to schedule a test.

Vehicles registered in the Denver Metro testing area must undergo Air Care testing. This area includes Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, El Paso, Gilpin, Jefferson, Larimer, and Weld counties. If your vehicle is registered at an address in any of these counties, it likely needs to pass an Air Care test before registration renewal. The Fort Collins-Loveland area covers a smaller region in Larimer County around Fort Collins and Loveland, with slightly different testing requirements than the Denver Metro area.

Age determines testing requirements significantly. Most vehicles model year 1983 and newer that are registered in the affected areas must be tested. However, vehicles that are 25 model years old or older do not require testing. For example, a 2000 model year vehicle would need testing, but a 1995 model year vehicle registered in 2020 would not. The age threshold moves forward each year, so fewer vehicles qualify for the age exemption as time passes.

Specific vehicle types have different testing requirements. Gasoline-powered vehicles typically undergo the OBD test, which reads the vehicle's onboard computer system to check for emissions-related faults. Diesel vehicles (both light-duty and heavy-duty) have separate testing requirements. Motorcycles registered in the Denver Metro area have their own emissions testing process. Electric vehicles, plug-in hybrids, and some newer hybrid vehicles may have different or no testing requirements.

Vehicles with recent major repairs or replacements may be exempt for one testing cycle. If you have replaced your engine, transmission, or catalytic converter due to failure, you might qualify for a temporary exemption while the repairs are covered under warranty.

Practical Takeaway: Check your vehicle registration documents to confirm your registered county. If you are in the Denver Metro or Fort Collins-Loveland area and your vehicle is model year 1983 or newer and less than 25 years old, you almost certainly need to pass an Air Care test before registration renewal. Contact a local Air Care testing station or visit the Colorado CDPHE website for specific information about your vehicle type.

How the Air Care Testing Process Works

The Air Care testing process is straightforward and takes about 20 to 30 minutes from start to finish at a certified testing station. Understanding what to expect during the test reduces stress and helps you prepare your vehicle properly.

The testing process begins when you drive to a certified Air Care testing station. Colorado has over 120 testing stations throughout the Denver Metro and Fort Collins-Loveland areas, including independent repair shops, gas stations, and dedicated testing facilities. You can find certified stations through the Colorado CDPHE website or by searching online for "Air Care testing stations near me."

At the station, staff will ask you for your vehicle's registration documents and driver's license. They will verify that your vehicle's Vehicle Identification Number (VIN) matches the registration and that the vehicle falls within the testing requirements. This verification step ensures the test is being performed on the correct vehicle.

For most gasoline vehicles, the technician will connect a diagnostic scanner to your vehicle's onboard diagnostic port, which is typically located under the dashboard near the steering column. This OBD test reads your vehicle's computer system to check for emissions-related diagnostic trouble codes and to verify that all emissions control systems are functioning. The technician does not need to disconnect any parts or perform invasive testing. The test typically takes about five minutes, and your results are transmitted electronically to Colorado CDPHE within minutes.

For vehicles that trigger certain warnings during the OBD test, or for older vehicles in some cases, the IM240 test may be performed instead. This test uses a dynamometer, which is a machine that simulates driving conditions while measuring actual tailpipe emissions. Your vehicle is placed on rollers, and you accelerate through a standardized driving pattern lasting about 240 seconds. Emissions levels are measured throughout this cycle to ensure your vehicle meets state standards.

Test results are available immediately. A passing result means your vehicle meets Colorado's emissions standards. A failing result identifies specific emissions-related problems that need repair. You receive a detailed report explaining what failed and why.

Practical Takeaway: Schedule your Air Care test at any certified testing station. Bring your vehicle registration and driver's license. The test takes 20 to 30 minutes. You will receive results immediately. If you pass, you can proceed with vehicle registration renewal. If you fail, the report will identify specific repairs needed.

Understanding Test Failures and Repairs

If your vehicle fails the Air Care test, it does not mean your vehicle is unsafe or worthless. A failing result identifies specific emissions control system problems that need attention. Understanding what caused the failure helps you address the issue efficiently and avoid unnecessary repairs.

The most common reason for Air Care test failures is an illuminated check engine light or pending diagnostic trouble codes related to emissions systems. The vehicle's onboard computer detects a malfunction in the emissions control system—such as a problem with the catalytic converter, oxygen sensor, evaporative emissions system, or exhaust gas recirculation system. These problems reduce the vehicle's ability to control pollutants.

Other frequent failures involve missing or loose fuel caps, which cause fuel vapors to escape from the fuel tank system. This is an inexpensive fix that a vehicle owner can often handle independently. A loose battery terminal connection can also cause test failures by preventing proper communication between the vehicle's computer and the diagnostic equipment.

When a vehicle fails, you have options for repair. You can take your vehicle to any repair shop you choose—a dealership, an independent mechanic, or a chain repair facility. The Air Care program does not require you to use any specific repair provider. Some repair shops offer Air Care repair services, meaning they specialize in fixing emissions-related problems, but using such a shop is optional.

After repairs are completed, you must schedule a retest at any certified Air Care station. The retest uses the same process as the initial test and typically costs less than the first test. Some testing stations offer reduced retest fees or specials. You are not required to retest at the same location where you failed initially. Once the retest results show a passing score, you can proceed with vehicle registration renewal.

Understanding the specific failure codes from your test report helps you discuss repairs more effectively with a mechanic. The report lists the diagnostic trouble codes (DTCs), which are standardized codes used across the automotive industry. For example, a
