Understanding California Disabled Parking Placards

A disabled parking placard is a permit issued by the State of California that allows people with disabilities to park in designated accessible parking spaces. These spaces are marked with the International Symbol of Accessibility—a white wheelchair symbol on a blue background. The placard hangs from your rearview mirror or attaches to your dashboard, making it visible to parking enforcement and other drivers.

California's disabled parking program serves people who have mobility limitations, vision problems, or other disabilities that make standard parking difficult or unsafe. The placard system exists because people with disabilities often need to park closer to building entrances to reduce walking distance and physical strain. Without these designated spaces, many people would face significant barriers to accessing stores, medical offices, government buildings, and other public locations.

The state issues two main types of placards: temporary and permanent. Temporary placards remain valid for six months and are intended for people whose disabilities are expected to improve or whose parking needs are short-term. Permanent placards do not expire but require renewal every ten years. Additionally, California issues disabled license plates as an alternative to placards, which serve the same purpose but are affixed to your vehicle's license plate area instead of hanging in the window.

It's important to understand that placards and license plates are not interchangeable across all situations. A placard can be transferred between vehicles, making it useful if you drive different cars or share a vehicle. A disabled license plate stays with the vehicle, not the person. Understanding which option fits your situation helps you make informed decisions about which to pursue through the appropriate California Department of Motor Vehicles (DMV) process.

Practical Takeaway: Before exploring the placard process, determine whether a temporary or permanent placard would meet your needs, or whether a disabled license plate might be a better option for your situation.

Who Can Get a California Disabled Parking Placard

California law specifies certain medical conditions and circumstances that form the basis for disabled parking placards. These include people who cannot walk 200 feet without stopping to rest, people who cannot walk without the use of a cane or walker, people with severe arthritis or similar joint conditions, people who are blind or have severe vision loss, people with a severe respiratory or cardiac condition, people who are missing limbs or have significant limb dysfunction, and people with disabilities so severe that they cannot leave a vehicle without assistance.

A licensed physician, surgeon, optometrist, or physician's assistant must document that you have one of these conditions. The medical professional evaluates your ability to walk, your need for mobility devices, and how your disability affects daily activities. This medical evaluation is the foundation of the entire process—without documented medical evidence, you cannot move forward. The medical professional is not making a judgment about your character or worthiness; they are simply documenting factual information about your medical status.

Importantly, not every person with a disability receives a placard. A person might have a significant disability but retain the physical ability to walk short distances without assistance. For example, someone with arthritis that causes pain but does not prevent walking would not meet the criteria. Similarly, a person with a mental health condition or learning disability would not meet the criteria unless the condition directly affects mobility or walking ability. The criteria focus specifically on physical functioning and mobility.

California also issues temporary placards for people recovering from surgery, accidents, or acute medical events. If your doctor determines you will need reduced walking ability for a defined period—such as three to six months after surgery—you can obtain a temporary placard for that timeframe. This allows people to have parking accommodations while they recover, without having a permanent placard on record.

Practical Takeaway: Review the specific criteria listed above and honestly assess whether your medical condition fits. If you believe it does, schedule an appointment with your doctor to discuss whether they can document your condition and limitations.

The Medical Evaluation Process

The medical evaluation is the starting point for obtaining a disabled parking placard. Your doctor or qualified medical professional reviews your medical history, conducts a physical examination if needed, and completes a specific form provided by the California DMV called the "Application for Disabled Person Parking Placard or License Plate." This form, also known as DL 632, includes sections for the medical professional to document your diagnosis, describe your functional limitations, and certify that you meet one or more of California's criteria.

During your appointment, the medical professional may ask about your walking ability, how far you can walk before experiencing pain or fatigue, whether you use mobility aids, and how your condition affects your daily activities. They may ask about your work, hobbies, and regular activities to understand how your disability impacts your functioning. Be honest and specific in describing your limitations. For example, instead of saying "I can't walk far," explain that you can walk about 100 feet before experiencing severe pain or shortness of breath.

The medical professional completes their portion of the DL 632 form, documenting the specific criteria you meet and the medical basis for this determination. They must sign and date the form and include their medical license number. Once completed, you receive this form to bring to the DMV. Some medical offices may keep a copy for their records, but you are responsible for obtaining the completed form to proceed with the placard request.

It's worth noting that the medical professional's determination is based on your medical condition at the time of evaluation. If your condition improves or worsens significantly, your placard status may change in the future. If your temporary placard is expiring and your condition has improved, the DMV will not renew it. Conversely, if a temporary condition persists longer than expected, you may be able to request an extension or a permanent placard with a new medical evaluation.

Practical Takeaway: Schedule your medical appointment at a time when you have adequate time to discuss your functional limitations thoroughly. Bring notes about your walking limitations and daily challenges to help your doctor understand your situation clearly.

How to Request a Placard Through the California DMV

Once your doctor completes the DL 632 form, you submit it to the California DMV along with other required documents and information. You have several options for how to submit your request. Many people visit a local DMV office in person, bringing the completed medical form, a form of identification such as a driver's license, and proof of residency. The DMV office staff reviews your documents to ensure they are complete and properly signed.

You can also mail your request to the California DMV. The address depends on your county of residence; you can find your local address on the DMV website. When mailing, include the DL 632 form, a photocopy of your driver's license or identification, proof of residency such as a utility bill or lease agreement, and any other documents specified in the current DMV instructions. Mail requests typically take longer to process than in-person visits, often several weeks compared to a few days in the office.

Some California counties offer online options through the DMV website, allowing you to start your request electronically. However, you still need to provide the signed medical form and identification documents. The specific process varies by county, so check your local DMV website for current procedures. The DMV website includes detailed instructions, downloadable forms, required documents lists, and office locations and hours.

When you submit your request, the DMV staff informs you about the timeline for receiving your placard or license plates. For in-person requests, you may receive a temporary paper placard immediately while the permanent one is produced. This temporary placard is valid while you wait for the permanent one to arrive by mail, typically within two to three weeks. For mail-in requests, the entire process takes several weeks from submission to receiving your placard.

If your request is incomplete or the medical form is not properly signed, the DMV contacts you to request additional information. This can delay the process, so carefully review all requirements before submitting. Keep copies of everything you submit for your records, including the completed medical form and your DMV submission documents.

Practical Takeaway: Before going to the DMV or mailing your request, visit the California DMV website to confirm the current required documents, office locations, and processing timelines for your specific county.

Placard Rules, Restrictions, and Proper Use

Once you receive your disabled parking placard, understanding how to use it legally and appropriately is essential. The placard must be displayed on your vehicle whenever you park in an accessible parking space. In California, this means hanging the placard from your rearview mirror so the placard number and exp
