Overview of 2020 DMV Written Test Changes

The 2020 model year brought significant updates to how the Department of Motor Vehicles structured its written tests across the United States. While each state maintains its own DMV system, many adopted similar changes during this period to modernize testing procedures and align with evolving traffic laws. Understanding what changed helps you know what to expect when taking your written test in 2020 or reviewing test material from that year.

The primary changes centered on three areas: the types of questions asked, the topics covered, and the format of the test itself. Many states moved toward increased emphasis on distracted driving, updated seatbelt laws, and modern vehicle safety features. The number of questions on tests remained relatively consistent—typically between 35 and 50 questions depending on the state—but the distribution of topics shifted noticeably.

One major shift involved how states tested knowledge of right-of-way rules. Instead of simple scenarios with two vehicles, many tests introduced more complex multi-vehicle situations reflecting real-world driving conditions. Additionally, questions about autonomous vehicle technology began appearing, as self-driving features became more common in new cars. Questions about how to interact with these systems on the road became part of standard test material.

Road signs received updated treatment as well. While the basic signs remained the same, tests began including more regulatory signs that drivers often encounter but may not immediately recognize. Signs indicating carpool lanes, variable speed limits, and active school zones appeared more frequently than in previous years.

Takeaway: Review what changed in 2020 DMV tests by researching your specific state's DMV website, as changes varied by location. Focus on distracted driving, modern safety features, and complex right-of-way scenarios when preparing.

Distracted Driving and Technology Regulations

Distracted driving became a central focus of 2020 DMV written tests across nearly all states. The National Highway Traffic Safety Administration reported that in 2019, approximately 3,142 people were killed in motor vehicle crashes involving distracted drivers. This alarming statistic prompted DMVs to dedicate more test questions to this topic than ever before. In many states, distracted driving went from appearing in just 2-3 questions on older tests to comprising 5-8 questions on 2020 versions.

The 2020 tests placed particular emphasis on cell phone use while driving. Questions covered not just talking or texting—the traditional concerns—but also using navigation apps, adjusting music playlists, and checking social media. Many tests now included scenario-based questions asking what a driver should do when receiving a call or text while operating a vehicle. The correct answer consistently emphasized pulling over safely before using the phone, rather than attempting to handle the device while driving.

Hands-free technology presented a new area of testing. While many drivers believed using hands-free systems was completely safe, 2020 tests clarified that even voice-activated systems require mental focus and can distract drivers. Questions explored whether using voice commands to make calls, send messages, or control navigation counted as distracted driving. Most tests indicated that yes, these activities still constitute distraction because they require cognitive attention.

The consequences of distracted driving violations also appeared more prominently. Tests included information about fines (which ranged from $75 to over $300 in many states), points added to driving records, and potential license suspension. Some states included information about laws specifically prohibiting handheld device use in school zones or construction zones, with enhanced penalties in these areas.

Questions about passenger distractions also increased. Tests asked about driver responsibilities when passengers were creating disturbances, whether the driver should attempt to manage the situation or focus on the road. The standard answer emphasized keeping eyes on the road and addressing passenger issues only during safe moments or after pulling over.

Takeaway: When preparing for a 2020-era DMV test, expect at least one-fifth of questions to relate to distracted driving. Study the specific laws in your state regarding phone use, because penalties and prohibitions vary significantly by location.

Updated Seatbelt and Child Safety Requirements

Seatbelt regulations formed another major area of 2020 DMV test modifications. While seatbelt use has been legally required since the 1980s, the 2020 tests reflected changes in laws about who must wear them, when they must be worn, and proper usage techniques. According to the Centers for Disease Control and Prevention, seatbelts reduce the risk of death for front seat passengers by 45 percent and serious injury by 50 percent, yet about 14 percent of American drivers still don't use them regularly.

The most significant change involved booster seat requirements for children. By 2020, many states had updated their laws to require booster seats for children up to age 8 or height 4'9", whichever came first—an increase from previous requirements. Tests now included detailed questions about booster seat usage, asking drivers to identify correct versus incorrect installation methods. Images showed proper positioning of the lap and shoulder belt over a child secured in a booster seat, and tests asked drivers to identify problems with improper installation.

Rear-seat seatbelt usage became a more prominent testing topic as well. While front-seat seatbelt laws had existed for decades, many states strengthened rear-seat requirements in the years leading up to 2020. Tests clarified that all passengers, regardless of seating position, must wear seatbelts when the vehicle is moving. This included questions about driver responsibility—whether the driver could face fines if adult passengers weren't wearing seatbelts. State laws varied, but tests reflected the specific requirements in each jurisdiction.

Airbag safety merged with seatbelt information in 2020 tests. Questions addressed the proper distance for positioning passengers from front airbags, particularly emphasizing that children under 13 should sit in the back seat whenever possible. Tests included scenarios about where different passengers should sit based on their age and size, and what safety equipment each position required.

Pregnant drivers received specific attention in some 2020 tests. Questions addressed how pregnant women should position seatbelts—specifically, placing the lap belt below the abdomen rather than across it. Some tests included questions about whether pregnant drivers should avoid driving, with the correct answer typically being that seatbelts and airbags protect pregnant women and their unborn children.

Takeaway: Study your state's specific child passenger safety laws before taking a 2020-era DMV test. These requirements vary considerably by state, so using your state DMV's official test preparation materials is crucial for accurate information about booster seats, rear-seat requirements, and age restrictions.

Modern Vehicle Safety Features and Automated Systems

The introduction of questions about modern vehicle safety features marked one of the most significant changes in 2020 DMV tests. As vehicles became increasingly equipped with advanced technology, DMVs recognized that drivers needed to understand how these systems worked and when they might or might not be available. Features that were once only in luxury vehicles—such as automatic emergency braking, lane-keeping assistance, and adaptive cruise control—became more common in mid-range vehicles.

Adaptive cruise control received particular attention in 2020 tests. Questions explained that this feature maintains a set distance from the vehicle ahead by automatically adjusting speed. However, tests emphasized that adaptive cruise control is not autopilot and requires constant driver attention and readiness to take control. Scenario questions asked what a driver should do if adaptive cruise control suddenly disengaged, with the correct answer being to assume manual control immediately and assess the road situation.

Automatic emergency braking systems appeared in multiple test questions. These systems detect potential collisions and apply brakes automatically if the driver doesn't respond. Tests asked drivers about the limitations of these systems—specifically, that they may not work in all weather conditions, may not detect stationary objects in some cases, and should never be relied upon as a substitute for attentive driving. Questions typically presented a scenario where a driver assumed automatic braking would prevent a collision and asked whether this assumption was safe. The correct answer was always no.

Lane-keeping assistance and lane-departure warnings generated questions about driver responsibility. Tests clarified that these systems alert drivers when they're drifting out of their lane but don't steer the vehicle automatically (in most cases). Questions asked whether drivers could take their hands off the wheel when using these features, with the correct answer being no—drivers must remain in full control and ready to steer.

Backup cameras and 360-degree camera systems appeared in 2020 tests as well. While these tools
