Find Section 8 Housing Options in Your Area

Understanding Section 8 Housing Choice Vouchers

Section 8 is a federal housing program created in 1974 that helps low-income renters pay rent. The program works by providing vouchers that subsidize a portion of monthly rent payments. Instead of the government owning housing directly, Section 8 allows individuals and families to rent from private landlords while receiving financial support toward their rent.

The program operates through local Public Housing Authorities (PHAs), which are government agencies in each state and county. These agencies manage the vouchers, determine who may participate, handle payments to landlords, and conduct property inspections. There are currently over 2.2 million households receiving Section 8 vouchers nationally, making it one of the largest rental assistance programs in the United States.

Under Section 8, participants typically pay 30% of their monthly income toward rent, while the voucher covers the difference up to a set limit called the fair market rent. Fair market rents vary by location and apartment size. For example, a one-bedroom apartment in rural areas might have a fair market rent of $800 monthly, while the same unit type in an urban area could be $1,400 or more.

The program places no time limit on participation, meaning households can remain in the program as long as they continue to meet program requirements. However, funding is limited, and many PHAs maintain waitlists that can stretch for years. Some areas have closed their waitlists due to high demand.

Practical Takeaway: Section 8 is a rental subsidy program managed locally by Public Housing Authorities. Understanding that it operates through regional agencies is the first step toward locating options in your area.

How to Find Your Local Public Housing Authority

Every state has multiple PHAs serving different geographic regions. To find Section 8 housing information for your area, you need to identify which PHA serves your county or city. The U.S. Department of Housing and Urban Development maintains a directory of all PHAs across the country on its official website at hud.gov. The PHA search tool allows you to enter your zip code or city name to find contact information for the agency that manages vouchers in your location.

When searching for your PHA, you'll need to know your county and state. If you're unsure which county you're in, you can use an online county lookup tool by entering your address or zip code. Once you have your county information, the HUD website's PHA locator will provide you with:

• The PHA's official name and office address
• Phone number and website
• Hours of operation
• Whether they currently have open waitlists
• Estimated waitlist timeframes

Some PHAs are large agencies serving entire counties or metropolitan areas. Others serve specific cities or smaller regions. For example, the Housing Authority of Cook County, Illinois serves Chicago and surrounding areas, while smaller PHAs might serve towns of 50,000 people or fewer. The size doesn't determine quality of service—it reflects the population density and administrative structure of the region.

You can also contact your city or county government offices directly. Call your county assessor's office, county clerk, or city planning department and ask for the Public Housing Authority contact information. These offices work closely with PHAs and can point you to the correct agency even if you're having difficulty locating them online.

Practical Takeaway: Visit hud.gov and use the PHA locator tool with your zip code to find the specific agency managing Section 8 vouchers in your area. Having the correct PHA contact information is essential for learning about program details and waitlist status.

Researching Waitlist Status and Requirements

Before contacting a PHA, it's useful to understand what you might find regarding waitlist status. Many PHAs maintain open waitlists where new people can add their names at any time. Other PHAs periodically close their waitlists when they reach a certain number of people waiting. When a waitlist is closed, the PHA stops accepting new names until funding increases or vouchers become available. Waitlist closure doesn't mean the program ended—it means the PHA cannot process new participants at that time.

Waitlist times vary dramatically by location. In rural areas with lower housing demand, wait times might range from several months to a couple of years. In major metropolitan areas like New York City, Los Angeles, or San Francisco, waitlists can exceed 10 years. Some PHAs publish estimated wait times on their websites, though these are approximations and actual wait times may vary. For instance, the Housing Authority of the City of Los Angeles reports waitlist times of several years, while a smaller PHA in Wyoming might process applicants within 12-18 months.

Each PHA sets its own specific income limits, household composition rules, and other program requirements. These details vary by location but are generally based on Area Median Income levels set by HUD. Income limits are typically between 50% and 80% of the area median income for your county. A household's income must fall below these thresholds to participate. For example, an area might set the income limit for a family of four at $52,000 annually, but another area's limit for the same family size might be $48,000.

PHAs also consider factors such as citizenship status, criminal history, eviction records, and other lease violations when determining participation. Requirements differ among agencies, so understanding your local PHA's specific standards is important. Contact information on the PHA's website or through a phone call will provide you with current requirement details.

Practical takeaway: Research your local PHA's waitlist status before contacting them. If the waitlist is closed, ask when it might reopen. If open, understand that wait times vary significantly and can range from months to many years depending on your location.

Exploring Alternative Rental Assistance Programs

Section 8 is not the only rental support program available. While waiting for Section 8 or if it's not available in your area, other assistance programs may help with housing costs. Many states and counties operate additional rental assistance programs funded through Community Development Block Grants, Emergency Rental Assistance funding, or state-specific initiatives.

Emergency Rental Assistance programs became more prominent during the COVID-19 pandemic when federal funding was allocated to help people facing eviction or housing instability. Though the federal emergency funding has concluded, some states and cities have continued or created their own rental assistance programs. These programs typically help with back rent owed, future rent payments, or deposits for new housing. Eligibility and benefit amounts vary by program location.

Additional housing support programs include:

• Public Housing programs where agencies own and manage apartments directly
• Project-Based Vouchers where subsidies are attached to specific buildings rather than individual vouchers
• Supportive Housing programs combining rental assistance with case management for people experiencing homelessness
• Veterans Affairs Supportive Housing (VASH) for eligible military veterans
• Family Unification Programs for youth aging out of foster care
• Non-profit and community organization rental assistance funds

To find these programs, start by contacting your local PHA—they often maintain information about other assistance resources in the region. Your city or county social services department can provide information about local and state rental assistance programs. Community action agencies, United Way organizations, and non-profit housing organizations in your area may also operate or know about assistance programs. A simple phone call to your county human services office asking "What rental assistance programs are available in our county?" will connect you with a staff person who can explain options.

Practical Takeaway: Don't limit your research to Section 8 alone. Contact your county social services or housing department to learn about other rental assistance programs that may be available more quickly in your area.

Gathering Information Before Contacting Your PHA

Before reaching out to your PHA, gathering certain information will make your inquiry more productive. You'll need details about your household composition, income, housing needs, and current situation. Having this information prepared helps you understand whether you might meet basic program requirements and allows you to ask more informed questions about the process.
